Han Changfu made the above statement at the video conference on the registration and certification of rural land contractual management rights jointly held by the Ministry of Agriculture and other six departments on the 11th.

Han Changfu said that in order to do a good job in the registration and issuance of land contracting management rights, the existing land contracting relationship should be stabilized, operated in an orderly manner according to laws and regulations, and properly solved within the framework of existing laws, regulations and policies through democratic consultation among members of collective economic organizations. We should fully mobilize the enthusiasm of the peasant masses, change "I want to confirm the right" to "I want to confirm the right", and protect the legitimate rights and interests of migrant workers, rural women and other groups. We should strictly control the accuracy of the right, ensure that the progress is subject to the quality, and do the work of each stage and each node carefully and practically. In accordance with the requirements of the central government, we should strengthen the territorial management responsibility and implement the local hierarchical responsibility. We should pay close attention to the details and push forward steadily and prudently. We should never relax the quality requirements in order to catch up with the progress.

Experts on agriculture, rural areas and farmers said that the registration and issuance of land contracting management rights is an urgent need to solve the practical problems of rural land contracting, develop moderate scale management, promote the reform of rural collective property rights system and safeguard farmers 'land rights and interests. It is a historical and basic work, which concerns the vital interests of hundreds of millions of farmers, the consolidation of rural basic management system and the stability of rural reform and development.

In 2014, the central government selected Shandong, Sichuan and Anhui provinces and 27 counties in other provinces, autonomous regions and municipalities to carry out the overall pilot work of registration and issuance of rural land contracted management rights, and many places also expanded the scope of the pilot work in combination with the actual situation. At present, pilot projects have been carried out in 1988 counties (cities and districts) nationwide, involving 13,000 towns and 195,000 villages, covering an area of 330 million mu.
