Face up to the problem of widening gap between the rich and the poor

Su Hainan: the income distribution plan should be issued within this year, because the relevant policy has been put forward by the central government for several years, and the practical problem is already very serious. It is now recognized and indisputable that the income distribution is unreasonable and the gap between the rich and the poor is widening. If this problem is not solved, it may lead to some serious social problems.

Many problems in the field of income distribution have aroused the dissatisfaction of the common people. Judging from the current situation, the income gap between urban and rural residents remains about 3.3times, and the gap between industries is as high as 15 times; the per capita income difference between 10% of the highest-income households and 10% of the lowest-income households is more than 20 times; the annual salary of executives of a small number of financial state-owned enterprises is more than 100 times the social average salary, while the sky-high salary of individual enterprise executives is more than 2000 times the social average salary.

In addition, there are arrears and deductions of workers' wages in some enterprises, and the phenomenon of different pay for equal work is widespread, and some monopoly enterprises enjoy a high level of subsidies and welfare benefits, which opens an unreasonable gap with ordinary employers. Moreover, the secondary distribution system is not perfect. For example, the amount used for the construction of people's livelihood, especially social security, is not large enough, the funds transferred to rural areas and poor areas are not enough, and the distribution proportion has not been fully institutionalized. These problems must be solved quickly.

Q: what do you think is the root cause of the current unreasonable income distribution and the widening gap between the rich and the poor?

Su Hainan: there are three main reasons. The first is the restriction and influence caused by the unreasonable mode of economic development and economic structure. The unreasonable mode of economic development and economic structure magnify the income gap formed by the imbalance of productive forces, natural resources and other objective conditions, and become the main source of the unreasonable income gap. Second, the influence and restriction of the malpractice in the economic and social system. The malpractice of the economic and social system further worsens the outstanding problem of income distribution, expands the unfair income distribution gap, and becomes the deep-seated root of the unfair income distribution. The third is the restriction and influence of the imperfect income distribution system. The income distribution system involves the field of primary, secondary and tertiary distribution. up to now, the system still has many defects. The imperfect income distribution system is the direct cause of unfair income distribution.

The profits of state-owned enterprises should be turned over reasonably

Q: you said, "A small number of people, units, departments, or industries have gained unfair and unreasonable benefits through non-labor factors such as resource monopoly, administrative power, market monopoly, and special status." these have become obstacles to deepening the reform of the income distribution system. " Please analyze the specific formation mechanism of this kind of reform resistance.

Su Hainan: it is understandable that some industries related to the national economy and the people's livelihood need state-owned monopoly management; it is acceptable that there are still some state-owned enterprises in some competitive areas that have not yet withdrawn; and it is inevitable that state-owned enterprises are generally taken care of by the government. However, if the state-owned enterprises do not establish a reasonable profit transfer system accordingly, it is obviously wrong and unfair to regard the income gained from the occupation of state resources as their own units.

Those profits obtained through administrative power, resource monopoly, market arbitrariness, special status and other non-labor factors, if not excluded, will become the source of income for personnel in state-owned enterprises, which is obviously unfair and unreasonable. This puts forward new requirements for the relevant competent departments to participate in the formulation of relevant macro-control policies out of public will and from the perspective of safeguarding social fairness and justice, and at the same time actively perform their own duties. strengthen the regulation and control of unfair and unreasonable income of vested interest groups. The relevant competent departments must not stand from the point of view of their own departments, let alone from the point of view of their own vested interests, to obstruct the introduction of new policies on income distribution reform.

Q: what is the appropriate proportion of profits to be handed over to state-owned enterprises? How to ensure that the profits handed over are used for the needs of people's livelihood?

Su Hainan: it is now time to hand over 5% to 10% of the profit quota. First of all, I think this proportion must be low and should be increased. Secondly, the profits turned over and the income from the transfer of property rights of state-owned enterprises should be clearly included in the social security fund or other transfer payment accounts used for people's livelihood. Moreover, the context of the use of every profit handed over must be clearly recorded so that deputies to the National people's Congress can understand it, so that they can better perform their supervisory functions and ensure that the money is mainly used for the construction of people's livelihood.

Implement the National income doubling Plan

Q: some people have suggested that China should also carry out a "national income doubling plan." what do you think of this?

Su Hainan: we can learn from this. After all, Japan did it at that time, and the effect was not bad. China should now say that it basically has such conditions, so it should consider or adopt similar measures as appropriate in the 12th five-year Plan or the government's work plan. If the average annual wage increases by more than 15%, it can double in about five years. Therefore, after calculation, we might as well put forward such a goal. However, we must make it clear that this is a big macro plate, and when it is put into practice, not everyone's income will be doubled, but we can only strive for a substantial increase in the income of most people.

Q: you say that we already have such a condition. Where is it embodied?

Su Hainan: China's GDP growth rate is still more than 8%. The most important thing is that China's per capita GDP has reached 4000 US dollars, which is already a low-and middle-income country, and by 2020, we want to achieve a well-off society in an all-round way, so we have the responsibility and ability to make the income of ordinary people grow faster. In recent years, generally speaking, the growth of residents' income and labor income is on the low side, which is lower than the level of GDP and average labor productivity growth. The sum of these factors, coupled with the fact that the 16th CPC National Congress and the 17th CPC National Congress made it clear that the two "proportions" should be increased in the early morning of the 16th CPC National Congress and the 17th CPC National Congress, and that ordinary people have this fervent expectation to establish a normal wage growth mechanism for staff and workers. therefore, we are now making such a "doubling" arrangement, no matter whether it is announced to the outside or mastered internally, we should consider it and make a decision.
