Farmers' worries in the process of urban-rural integration: what are you doing with your hoe?

In the Xinhuayuan district, the red banner of the property company "Happy New year" is hung in a conspicuous place at the entrance of the district, and the security guard is also busy dredging the vehicles in and out. It looks no different from the residential community in the city, except that the residents are farmers from nearby villages.
"the houses in the countryside were demolished, and the government returned the buildings to us at 1:1. I didn't spend a penny on my big house, and the extra area of the old house was converted into monetary compensation, and even the money for decoration was enough." In the residential area of Shengli Town, Shengli Township, Yongning County, Zhang Youshou, who also moved into the new house, told reporters that vegetable shops, grain stores, supermarkets, large pharmacies and 24-hour self-service selling electricity have been opened at the gate of the district.
When the reporter interviewed in Xinhuayuan and Shengli town, many residents who rushed home from other places for the Spring Festival said that it looked no different from that in the city. This is due to the construction of characteristic small towns and central villages implemented in Yongning County in the past two years: villages around the county seat continue to concentrate to the county seat, villages around villages and towns concentrate to the central area of villages and towns, and other villages gradually concentrate to nearby small towns and central villages. a new type of rural town center with relatively concentrated population, complete basic facilities and perfect service functions is being formed.
According to Wang Xingning, director of the Yongning County Housing and Urban-Rural Development Bureau, since 2013, Yongning County has invested about 10.1 billion yuan to implement the transformation of urban shantytowns and the construction of central villages involving 41200 urban and rural households with a total area of about 4.53 million square meters.
Prior to this, Yongning County conducted a survey of 27000 households in four towns and one township in the county. The survey showed that more than 18 percent of the people were willing to live in small towns, and 78.9 percent were willing to live in the central village. The vast majority of the people are eager for the government to improve the production and living conditions in rural areas.
The reporter interviewed the newly built small town and central village and found that village committees, neighborhood committees, clinics, garbage and sewage treatment, and commercial supporting facilities were readily available according to the residential scale.
With a good environment, good sanitation and convenient life, it seems that there is nothing to worry about, but as soon as the freshness of living in the building passes, Ji Cheng's worries come back to mind. He told reporters that unlike other villagers who transferred the land, his family's 18 mu of land was never rented out because of salinization, and he had to work in the farmland a few kilometers away from home every day. "when I live in the building, the farmer has no place to put it, and the farm machinery can only be parked under the building, looking nondescript."
Put down the hoe and do something? What do you do for a living? Where can I park the farm machinery? Where is the grain stored? How to raise livestock and poultry? These problems are the most difficult problems for farmers who leave the land to "go to the city and go upstairs". Urban-rural integration is not simply to let farmers live in buildings, the construction of a new type of urbanization should effectively solve the problems of farmers' production and life.
The reporter learned from the Yongning County Agriculture and Animal Husbandry Bureau that in order to solve the worries of the masses, Yongning County built a breeding park in each central village. All the livestock and poultry raised in the park were centrally managed by professional companies, and in accordance with the standard of 2 land per household, centralized supporting planting parks were used for growing vegetables or developing leisure and sightseeing farm music. At the same time, professional agricultural machinery operation companies will be set up in each central village, and those with large and medium-sized agricultural machinery shall take the form of shareholding operation and agricultural machinery lease, which will be centrally and uniformly managed and dispatched by agricultural machinery operation companies.
"at present, the problem of nowhere to park small-scale agricultural machinery and tools in families, which is most strongly reflected by the masses, can be solved by selecting sites around the residential area to build construction vehicles and parking lots for agricultural machinery and tools, or by paying fees for parking on the sites of large land transfer households." Liu Yusheng, director of Yongning County Agriculture and Animal Husbandry Bureau, said.
Liu Yusheng told reporters that Yongning County has also actively carried out a pilot project of a "grain bank," planning and supporting a grain storage, processing, and distribution center with large grain processing enterprises as the main body in every small town and central village. in order to solve the problems of grain storage and selling by the rural people.
Without the land on which they live, what do farmers rely on for a living and how do they survive? In order to enable farmers to "put down their hoes and have work to do", Yongning County guides all kinds of enterprises to provide more jobs for landless farmers, further increase vocational skills training, increase support for start-up funds, and actively cultivate entrepreneurial incubation bases. we will improve the ability of landless farmers to start their own businesses and find jobs on their own. In addition, through the general adjustment of the basic pension standards for urban and rural residents, improving the old-age insurance treatment of existing land-lost farmers, expanding the scope of insurance for land-lost farmers and other measures to ensure that the production and livelihood of the masses are fully guaranteed.
