The regulations on the Supervision and Administration of Food Additives production will be implemented in June.

Xinhua Beijing, June 3 (Reporter Zhu Liyi) China's first special regulation on the production of food additives, the regulations on the Supervision and Administration of Food Additives production, has been formally implemented since June, which puts forward more stringent requirements for enterprises.

According to the regulations, food additives refer to synthetic or natural substances that have been approved by the administrative department of health under the State Council and promulgated by means of standards, public announcements, etc., which can be used to improve the quality, color, aroma and taste of food and to be added to food for preservative, fresh-keeping and processing needs. Other substances shall not be produced as food additives or licensed as food additives.

This regulation further raises the entry threshold for the production of food additives, and puts forward more stringent requirements on the quality of employees, the environment of product sites, plant facilities, sanitary management of production equipment or facilities, and ex-factory inspection capabilities.

This regulation, announced by the General Administration of quality Supervision, Inspection and Quarantine, also puts forward more stringent requirements for food additive enterprises, with a special chapter to stipulate "producer quality obligations", including: producers should carry out factory inspection of food additives sold out of the factory, which can be sold only after they are qualified. Producers shall establish a quality management system for raw material procurement, production process control, product ex-factory inspection and after-sales service, and keep production management records; food additives shall be packaged with safe and non-toxic materials, and ensure that food additives will not be contaminated; producers shall conduct self-inspection on the production management, with emphasis on the quality and safety control of food additives, etc. In addition, if there is a safety hidden danger in the production of food additives, the producer shall carry out the recall in accordance with the law.

In terms of labeling, this provision requires that food additive labels and instructions shall not contain untrue and exaggerated content, and shall not involve the functions of disease prevention and treatment. The labels and instructions of food additives shall be clear, obvious and easy to read. Food additives with taboos or safety precautions shall have warning signs or warning instructions in Chinese.
