On the one hand, e-commerce is increasingly becoming a new growth point of economic development, on the other hand, consumption is becoming the most important driving force of the troika of GDP growth. Compared with the traditional shopping mode in rural areas, e-commerce has the advantages of competitive price, product richness, logistics convenience and so on.

Chen Zhenlian suggested that logistics is currently a major obstacle to rural network consumption, and great efforts must be made to develop rural logistics. The national postal department should vigorously promote express delivery to the countryside, provide subsidies to logistics enterprises that carry out rural express business, at the same time, promote local development of localized logistics enterprises specifically oriented to rural areas, and explore innovative rural logistics models.

In addition, rural broadband construction and payment system are also important links. Chen Zhenlian suggested that, on the one hand, the construction of the "broadband rural" project should be strengthened to speed up the realization of 100% broadband coverage in rural areas. for the rural pilot counties and villages of e-commerce platform, consider implementing preferential access rates and higher access rates. On the other hand, it is suggested to develop the rural payment system in an innovative way, take electronic payment as the mainstream way of rural online retail, promote financial institutions to go to the countryside and provide convenient online banking services for villagers.
