In January 2015, the State Council issued several opinions on establishing and improving the responsibility system of provincial governors for food security, calling for strengthening the governance of food quality and safety from three aspects: strengthening source control, improving the security system, and implementing regulatory responsibilities. the food security responsibilities of provincial people's governments have been further clarified. In accordance with the relevant spirit, Zhang Guoguo put forward opinions and suggestions on the key work of strengthening food security.

In the "opinions on establishing and improving the responsibility system of provincial governors for food security," the State Council proposed that the governments of all provinces (autonomous regions and municipalities) must earnestly assume the main responsibility for ensuring food security in their respective regions. " Zhang Guoguo said that in order to implement this responsibility from paper to paper, it is necessary to further clarify the specific departments responsible for each grain from the land to the dining table at the central government level, and break down the departmental system and interest barriers to truly establish a coordination linkage mechanism. Second, the real source of the problem of food quality and safety is actually the sustainability of modern agriculture. Only by regarding food quality safety and quantitative safety as equally important issues, and actively correcting the narrow food security concept of simply ensuring output and continuous increase, and treating abundance and apology scientifically, will it be possible to ensure the long-term stability of food without discount in reality, such as protecting soil, improving soil fertility, preventing and controlling pollution, and so on.

At the same time, it is necessary to further improve the supervision and security system. Take Henan Province as an example, in 2013, 13 provincial municipalities and 3 counties (cities) grain and oil inspection agencies were authorized by the State Grain Administration to list certification as national grain quality monitoring stations. However, compared with the goal of generally establishing a "rest assured grain and oil" supply network in China's urban and rural areas by the end of 2018, it is necessary to further improve the grain quality and safety standard system and implement the whole process supervision system from the field to the table. we will improve the grain origin permit system and the quality identification system.
