At present, why should the country speed up the development of woody oil industry? What are the difficulties in developing this industry? How to support and strengthen the industry?

600 million mu of wasteland suitable for forest is suitable for the development of woody oil.

In recent years, the consumption of edible vegetable oil in China continues to grow, which directly leads to a gap in the supply of edible vegetable oil and a relatively high degree of external dependence. In 2013, China produced more than 28 million tons of edible vegetable oil that year, and domestic raw material production can only meet 40%, so a large number of imports are needed to meet domestic demand. In 2013 alone, 63.38 million tons of soybeans were imported.

Woody oil is not only a traditional industry in China, but also an important source of high quality edible vegetable oil. The data show that there are nearly 600 million mu of barren mountain and wasteland suitable for forest and a large number of saline-alkali land, sandy wasteland and so on. Using these lands to develop woody oil not only does not compete with grain, but also can effectively increase the domestic supply of edible vegetable oil. it is of great significance to improve farmers' income, support the development of poor areas and strengthen the construction of ecological civilization.

Throughout the world edible oil market, the production of woody oil has become the main measure to solve the shortage of human edible oil in the world. For example, coconut oil in Indonesia is consumed by 60% of the country's population, Malaysia accounts for more than 60% of the world's total palm oil production, Greece accounts for 93% of its total edible oil production, and Spain accounts for 48% of its total edible oil production.

There is huge room for growth in woody oil industry.

China has a vast territory and different distribution of water and heat resources, which provides unique conditions for the growth of different kinds of woody oil trees. For example, Camellia oleifera, Sapium sebiferum, olive, paulownia and oil palm are suitable for growth in the south, while walnut, pecan, apricot, crest, hazelnut, Pinus koraiensis and Acer truncatum are suitable for growth in the north. In addition, there are cashew nuts from Hainan, butterfly nuts and garlic nuts from Guangxi, and Torreya grandis from Zhejiang.

But at present, there are still some problems to be solved in the development of woody oil industry in China.

The understanding of woody oil is not in place and attention is not enough; in the past, seedlings were mainly used for afforestation, and the varieties were seriously degraded, coupled with extensive management, most of them were wild or semi-wild, the yield was low, and no industry was formed; due to the large investment in the early stage, it is difficult for farmers to bear, such as Camellia oleifera up to 1000-3000 yuan per mu. The degree of development of industrialization is not enough, the industrialization system has not yet been formed, and the industrial chain has not been established.

The above problems restrict the development of China's woody oil industry, but it also shows that the industry has a huge value-added space, as long as these problems are solved, the woody oil industry will achieve rapid and healthy development.

Supportive policies will quickly catch up.

Throughout the world, oil resources are limited. Therefore, China must be based on national conditions, self-reliance, the development of woody oil production is the general trend to alleviate the shortage of edible oil in our country.

In order to promote the rapid development of woody oil industry, the state will increase support from the aspects of finance, finance, scientific research and so on. The state will co-ordinate all kinds of investment in afforestation, increase support for the construction of woody oil bases and breeding of improved varieties, and promote local investment, including the active participation of all kinds of social investment. The central government continues to integrate funds to support the development of the woody oil industry and to support the improvement of infrastructure and production conditions in major producing areas.

The state encourages commercial financial institutions to reasonably determine the term and interest rate of loans and increase credit investment in view of the long cycle and large investment of the woody oil industry on the premise of controllable risks. We will promote the innovation of financial products and service models, vigorously develop forest rights mortgage loans, farmers' micro-credit loans and farmers' joint guarantee loans, and explore pilot projects to carry out mortgage loans for rural land contractual management rights.

In addition, the state will strengthen scientific and technological research, further support the selection of improved woody oil varieties and research on high-yield cultivation techniques, support the introduction of excellent germplasm resources, and establish national pilot demonstration bases in areas where the woody oil industry is concentrated.
