The Ministry of Land recently issued the "Protection and Development of the Red Line Project-2010 Action Plan" (hereinafter referred to as the "double guarantee plan") to various localities, which had been examined and adopted by the 6th ministerial office meeting of the Ministry of Land.

According to Xinhua News Agency, the Ministry of Housing and Urban-Rural Development held a teleconference on the 13th, and relevant officials stressed that all localities should actively develop public rental housing and price-limited commercial housing, and speed up solving the housing difficulties of lower-and middle-income groups. In particular, the construction of public rental housing is the focus of the next phase of work, and the supply this year is significantly higher than that of last year.

The official said that it is necessary to resolutely curb the excessively rapid rise in house prices in some cities. At present, while making efforts to increase the supply of ordinary commercial housing, we should focus on strengthening demand management, implementing stricter differential credit and tax policies, curbing investment and speculative housing purchases, and further strengthening market supervision. Cities where house prices are too high, rising too fast and housing supply is insufficient, restrict the purchase of multiple suites or the purchase of housing in large quantities. Violations of laws and regulations, such as covering the market to cherish sale, hoarding houses, and driving up housing prices, should be publicly exposed and seriously dealt with.

Recently, the Ministry of Land has deployed a special rectification of outstanding problems in real estate land, requiring that the inspection and treatment work be completed by mid-July. The provincial land and resources management department shall form a special rectification written report, together with the clearance report of the transfer contract, and submit it to the Ministry of Land before the end of July.

Earlier, a person from the Ministry of Land told China Business Daily that in this special rectification, the statistical node for all kinds of violations was December 31, 2009, that is, before that, a transfer contract and a decision on allocation had been signed. in the real estate development projects that have not yet been completed or started, as long as there are illegal and illegal land use behaviors such as idle land, land hoarding and land speculation, supplying land to villas and so on. In addition, the Ministry of Land said that this year, it will strengthen the coordination between the real estate land policy and other regulation and control policies, continue to improve information sharing with relevant departments, coordinate and linkage, and prevent systemic risks.

First of all, it is necessary to strengthen the supply of land for indemnificatory housing, and its comprehensive proportion must reach 70%. Secondly, it is necessary to strictly evaluate the transaction qualifications, increase the project development and construction cycle, the proportion of small and medium-sized sets and other comprehensive requirements, and then standardize the land transfer market.

In addition to the above measures, another major focus of the "double guarantee plan" is to protect the red line of 1.8 billion mu of arable land. This time, the Ministry of Land requires that the government implement the responsibility of protecting cultivated land, actively promote land renovation, ensure that the quantity of cultivated land is not reduced, the quality of cultivated land is improved, and safeguard the rights and interests of farmers.

It is reported that this year, the Ministry of Land, in conjunction with the Ministry of Agriculture and the National Bureau of Statistics, will conduct a target inspection of the provincial government's responsibility for cultivated land protection, and implement rewards and punishments based on the inspection results. In the last inspection, the three ministries scored and ranked the protection of cultivated land in local provinces, and the top five provinces were rewarded with varying amounts of land indicators.
