The environmental capital / temporary system is going to set, and the illegal factories have to face it! Taiwanese don't want to live in an environment full of illegal factories.

There used to be an interim government, driving with a temporary driver's license, and temporary factories in Taiwan! What is a makeshift factory? In fact, it is an illegal factory built on farmland.

Since 2010, these illegal factories have received "guidance" from the government, obtained "temporary factory registration", traded with international companies, or obtained product certification. The point is that provisionally registered factories must be transferred to legal industrial areas during the counselling period, or change their land to operate legally through specific channels.

Seeing that there are still two years to go before the end of the tutoring period, there are very few legal operators. Most operators only use the temporary registration system in exchange for breathing space, and have not moved to legal land.

Next Monday, on the morning of April 2, three legislators, Lin Daihua, Xu Shuhua, and Wang Huimei, will propose to continue to extend the tutoring period to turn more illegal factories scattered on agricultural land into temporary factories, and then make the temporary permanent! It can be extended for up to 10 years, and under certain circumstances, it can be extended indefinitely.

In addition, legislators have to change the timing of existing factories, which not only violates fairness and justice, but also allows operators to take a fluke and keep them in a state where there is no legal registration, or after applying for temporary registration, they will not acquire legal land. The essence of this policy is to encourage operators not to think about industrial upgrading and transformation, and to ignore the environmental risks that may be brought to agriculture by the mixture of agriculture and industry. If the amendment is passed, Taiwan will become a country with a large number or even most of temporary factories!
