Beijing, 5 Mar (Xinhua)-- when talking about "coordinating and promoting stable economic growth and structural optimization," State Council Premier Li Keqiang stressed the need to make new breakthroughs in promoting a new type of urbanization. Persist in taking people as the core, solve the three problems of 100 million people as the focal point, and give full play to the supporting role of urbanization to modernization.

We will intensify the renovation of urban shantytowns and dilapidated houses in urban and rural areas. A total of 7.4 million sets of affordable housing projects have been arranged this year, of which 5.8 million sets have been renovated in shed and residential areas, an increase of 1.1 million sets, bringing the renovation of dilapidated houses in cities into the scope of the shed reform policy. 3.66 million dilapidated houses were renovated in rural areas, an increase of 1 million, and the earthquake-resistant renovation of rural houses was carried out as a whole. Housing security will gradually implement both physical security and monetary subsidies, turning some existing housing into public rental housing and housing. Housing assistance shall be given to families with special difficulties in living on the minimum living standard. Adhere to classified guidance, implement local policies, implement the main responsibility of local governments, support residents' self-occupation and improve the demand for sex housing, and promote the stable and healthy development of the real estate market.

Solve the difficult problems of urbanization by means of reform. We will step up efforts to implement the reform of the household registration system and relax the policy of household registration transfer. For migrants who have worked and lived in cities and towns but have not yet settled down, residence permits will be used as carriers to provide corresponding basic public services, and residence permit fees shall be abolished. Establish a mechanism to link financial transfer payment with citizenization, and reasonably share the cost of citizenization of migrant workers. Establish a standardized, diversified and sustainable investment and financing mechanism for urban construction. We will adhere to the economical and intensive use of land, steadily establish a unified urban and rural construction land market, and improve and expand the pilot project linking the increase and decrease of urban and rural construction land. We will strengthen financial and policy support and expand comprehensive pilot projects for new types of urbanization.

We will raise the level of urban planning and construction. We will formulate and implement plans for urban agglomeration and promote the co-urbanization of infrastructure and basic public services in an orderly manner. We will improve the standards for the establishment of cities, carry out pilot projects to expand the power and capacity of super-large towns, control the population size of super-large cities, and enhance the industrial and population carrying capacity of prefecture-level cities, county towns and central towns, so as to facilitate the urbanization of farmers nearby. Develop smart cities, protect and inherit history and regional culture. We will strengthen the construction of urban water supply, gas supply, power supply, public transportation, flood control and waterlogging prevention facilities. We will resolutely control urban diseases such as pollution and congestion, so as to make travel more convenient and the environment more livable.
