Establish a long-term mechanism for the management of rural capital

At present, rural reform and development has been in a new historical period. Deyang City, Sichuan Province, as one of the birthplaces of rural reform in China, what pioneers have explored and practiced? "Guided by the effective and efficient utilization of rural elements and taking increasing farmers 'income as the starting point and foothold, explore new effective forms of rural property rights restoration and empowerment and increasing farmers' income, and strive to make new breakthroughs in the reform of rural property rights system, the cultivation of new agricultural management subjects, the construction of happy and beautiful new villages and agricultural support and protection systems." On March 5, Chen Xinyou, deputy to the National People's Congress and mayor of Deyang City, told reporters that the municipal party committee and municipal government formulated and issued the Work Plan for Agricultural and Rural System Reform in 2014 in accordance with the requirements of the province's "five leading positions" and combined with the actual situation in Deyang, and established the "standing book" for reform work. Each of the 28 reform tasks has progress arrangements and achievement requirements, making comprehensive arrangements for rural reform at present and in the future.

Chen Xinyou pointed out that at the beginning of the reform, Deyang Guanghan Goldfish Commune took the lead in implementing "contracted production to group" in the country, becoming the first exploration of the household contract responsibility system. Now, on the basis of adhering to the household contract responsibility system, Deyang will deepen the reform of rural property rights system and rural land use system, laying a solid foundation for a new round of adjustment of production relations and formulating a specific timetable. By 2015, the registration and issuance of certificates for the right to contracted management of rural land will be completed in an all-round way, land circulation service centers and information-based management systems at the city, county and township levels will be established, tangible markets for land circulation will be established, and new forms of land circulation such as land entrustment agency, land share cooperation, land trust and land joint cultivation and planting will be promoted.

As an important part of the reform of rural collective asset property rights system, Deyang City has started to carry out rural collective "three-capital" management reform in some towns and villages since 2012. At present, the collective "three-capital" informatization supervision platform system in 6 counties (cities and districts) of the city has been fully established, and the municipal "three-capital" publicity platform has been officially opened and put into operation, expanding the supervision scope from simple rural financial management to all-round management of rural collective funds, assets and resources. A long-term mechanism for the management of rural collective "three kinds of capital" has been established.

"After the completion of the supervision platform, the peasants can not only learn about the state's policies on benefiting farmers and major village affairs activities through the village affairs publicity column, but also conveniently and quickly inquire all relevant information of the collective 'three capitals' of the village group through the township convenience service hall, and effectively place various village affairs reform matters under the supervision of the masses." Chen Xinyou said that in the field of land use system reform, Deyang put forward the reform task of improving the rural homestead system. Through linked projects and land consolidation projects, the construction land indicators of small and non-contiguous pieces of cultivated land will be transferred to the periphery of the city and a new urbanization area will be established around the city. At the same time, we will build a centralized high-standard basic farmland demonstration area and explore a paid exit mechanism for homesteads. In 2015, we will complete the research and implementation of the homestead management system.

In view of the hot issues such as "who will plant land" and "how to plant land" in rural areas, Deyang has clarified the reform pilot work such as the adjustment of direct subsidy policy for grain farmers and the cultivation of new professional farmers, encouraged farmers to invest in rural property rights such as land contract management rights, set up asset management companies or new stock cooperatives, and supported new agricultural business entities to carry out cooperative, order-based, trusteeship and other social services.
