Improve the balance system of occupation and compensation of cultivated land and solve the "recessive reduction" of cultivated land

At present, China has implemented and made clear the policy of occupation and compensation of cultivated land, but the cultivated land in some areas is still in a state of recessive reduction. Sun Guibao, member of the CPPCC National Committee and chairman of the Ningxia District Committee of the China Democratic Construction Association, suggested that it should be continuously improved.

Sun Guibao said: in order to ensure the red line of 1.8 billion mu of cultivated land, China implemented a policy of balance between occupation and compensation of cultivated land in 1997, that is, how much cultivated land is occupied by construction, it is necessary to replenish the same quantity and quality of cultivated land. However, as the policy adopts the methods of "occupying first and then making up" and "occupying while making up", such situations as "occupying but not making up" often occur. Therefore, in 2008, China clearly defined the time sequence of occupation and compensation of cultivated land, and redrew basic farmland with the same quantity and quality according to the principle of "replenishment first and then occupation". However, the "occupation-compensation balance" is still not "balanced".

Sun Guibao said that some arable land seems to be balanced in terms of quantity, but there is a large gap in quality. Most of the land occupied by urban construction has good geological conditions, while the soil conditions of the supplementary land are mostly poor or abandoned land or other construction land; the quality evaluation system of supplementary cultivated land is not sound enough, it is difficult to judge the quality of cultivated land; follow-up supervision is not enough.

Sun Guibao suggested that in order to ensure national food security, we should constantly improve the system of balance between occupation and compensation of cultivated land, with equal emphasis on quantity and quality. We will implement the relevant regulations on the delimitation of permanent basic farmland and protect the existing high-quality cultivated land that is easy to be occupied. At the same time, we should improve the quality evaluation system of supplementary cultivated land in the balance of occupation and compensation, strengthen the follow-up supervision of supplementary cultivated land, and focus on tracking, monitoring and statistics on the changes of cultivated land quantity and quality.
