Wu Peiliang believes that although going out of agricultural products and agriculture is not a new topic, it is of new practical significance under the current new situation, and it is even more urgent for China's developed coastal areas. Jiangsu is a major agricultural and industrial province, and its total grain output ranks fifth in the country, but the per capita resources are very few, and the per capita cultivated land is only 0.9 mu. At present, the utilization of these resources is relatively high. At the same time, Jiangsu's agricultural modernization should be in line with international standards, so whether agricultural products are competitive in the international market is a very important test standard.

"if the competitiveness of agricultural products in the international market is not strong, then it cannot be said that agricultural modernization has been achieved. Therefore, it is necessary to have something to do, something not to do, exports with competitive advantages and imports without competitive advantages, so that Jiangsu agriculture can be truly competitive in the international arena. Wu Peiliang told reporters that Jiangsu's agricultural going out mainly includes three aspects, namely, agricultural enterprises going out, agricultural products going out, and agricultural talents going out.

"Jiangsu has a lot of private capital and many leading agricultural enterprises. when our agricultural enterprises go out to develop agriculture, they not only carry out agricultural cooperation between China and Africa, but also set up farms in some developed countries." Wu Peiliang said.

When agricultural products go out, they need to be exported. Jiangsu has carried out overseas promotion of agricultural products for more than a decade, arranging more than 10 million yuan of provincial financial funds to subsidize export agricultural products every year, and the effect is quite obvious. Every year, the province organizes more than 100 enterprises to take their own agricultural products to some traditional and emerging countries with prospects for the export market of agricultural products to attend local agricultural products fairs. If we do not take the initiative to go out, it will be very difficult to get orders, and at the same time go out to see what other people's agricultural products and enterprises do, which is also very good for the export of agricultural products. Last year, Jiangsu's agricultural exports totaled 3.5 billion US dollars, which was not large, ranking fifth in the country, but its growth rate was higher than the national average and also higher than other foreign trade incomes in the province, so the potential for agricultural products to go out was not small. Because some of the province's high-quality agricultural products still have export advantages.

"when agriculture goes out, it is also necessary to introduce foreign advanced agricultural science and technology and management experience, including the introduction of capital, and at the same time increase the import of agricultural products that we lack.
