This year's "Government work report" proposes to guide farmers to adjust their planting and breeding structure according to the market, and to support the processing of agricultural products, especially the local transformation of grain in the main producing areas. Jin Lanying, a deputy to the National people's Congress who has been working in the aquaculture industry for decades and chairman of the Jinlan Cow farming Professional Cooperative in Taian Daiyue District, Shandong Province, has a lot of feelings about this: "if farmers want to get rich, they must lengthen the industrial chain. Otherwise, the money earned is very limited."

The incident of pouring milk and killing cattle a year ago made Jin Lanying more deeply aware of the deep-seated contradictions in the development of the domestic dairy industry. So for a long time before the two sessions, she began to do a lot of preparatory work: investigating the current situation of China's dairy industry, the relationship between dairy enterprises and cattle farms, and the difficulties of farmers' professional farming cooperatives, and so on. Three suggestions related to the dairy industry have been completed in succession.

As soon as the two sessions opened, Jin Lanying could not wait to appeal. A 70-year-old man is as tired as I don't know. She said she had this responsibility, for the sake of more cattle farmers and the hundreds of thousands of people in the cooperative who lived around the cows.

When the reporter saw Jin Lanying, she was having a group discussion. A red coat, against gray hair, looks Hale and hearty.

Jin Lanying told reporters that when the cooperative was first set up, it was very difficult to develop. "at that time, everyone gathered together and wanted to do it, but it didn't work out. There are only more than 100 cattle, and even the breed of cattle is not good, they have to get into a good breed. At that time, the good breed of imported cattle was 18000, and everyone took out their real estate as collateral and borrowed money to buy cattle. " Even if it is so difficult, she accepts that the villagers of Nigou Village are willing to join the co-operative.

Jin Lanying said that after the establishment of the cooperative, the government had support, and farmers supported 100000 yuan every year. Coupled with the large-scale breeding farms, the province has a modern dairy policy, which can support 1 million yuan a year for three consecutive years, helping to build cowsheds and engage in infrastructure construction.

In terms of technology, we have the support of the Provincial Department of Science and Technology. We also work with the Chinese Academy of Sciences to convert cow dung into bio-organic fertilizer. Now the fertilizer has come out, the golden orchid brand, sold 40 tons, the sales situation is still OK. " Jin Lanying said.

"now the central government has proposed a deep integration of the primary, secondary and tertiary industries. In my opinion, it must be deeply integrated. Because you raise cattle that is the foundation, do not just sell raw materials, quickly process it into a commodity, processing into a commodity is an industrial product, that is, secondary production. Then send it to thousands of households and to the dining table. This is the tertiary industry, which can drive a large number of people to work. " Jin Lanying said, "the same is true of cow dung in our cooperative. In the next step, I plan to make some small packages to adapt to the family growing vegetables and flowers." Small packages can be sold online and sent to consumers' homes. Our honey and organic vegetables can also be sent to households and to the homes of ordinary people through this network. "

What the cooperative makes now is a series of products, lengthen the industrial chain as far as possible. Have their own planting base, have their own green feed, their own cattle, as well as their own pasteurized milk processing.

"his name is Yiginlan. The information of this name represents the trust of my brand, and whenever there is a problem, they all know to come to me, so the demand for our cooperative is also very high. We delivered it home at 07:00 in the morning without a grain of sugar, without a drop of water or preservatives. Although at the beginning, the credit rating is very high, and everyone feels that the taste is very good and that it has tasted the way it used to be. We still make fresh milk in Tai'an. " Jin Lanying said.

However, the shortage of funds is still a great constraint. "if you want to lengthen the industrial chain, if you don't have money, you can't invest. Our profits in raising cattle are very low, we can't come up with money, and the loan doesn't have so much collateral, so we can only take it step by step." Jin Lanying said that the problem of financing difficulties for small and medium-sized enterprises has not yet been solved and needs further support from the government.

In addition, Jin Lanying also has her own views on the development of cooperatives. "the most important thing about cooperatives is management, and then there is a good leader. If there is no good leader with ideas, and everyone is gathered around you, how can you bring everyone up? Without a strict management system, the vitality of cooperatives will not be strong. "

"in theory, cooperatives should have a team of entrepreneurs. This team needs to be cultivated. You can let him go out to study and visit. This team must be good at management, finance and development strategy. However, there is no more training specifically for cooperative directors. Whether the rural areas take the road of cooperatives, or family farms, or leading enterprises, without a decent team of entrepreneurs, they will not be able to achieve deep integration of the primary, secondary and tertiary industries. Because this entrepreneur needs to have a strategic vision and be forward-looking, the idea of a small-scale peasant economy can never be done. " Jin Lanying said.
