Comprehensively deepen the reform of key areas in rural areas

The "Government work report" proposes that it is necessary to speed up the transformation of the mode of agricultural development, support the development of new business entities, and prudently carry out pilot reforms such as the collective property rights system.

In recent years, Harbin has made great achievements in the development of "agriculture, rural areas and farmers". The overall target for this year is: the county GDP and fiscal revenue will grow by 7.5% and 3.5% respectively; the total grain output will be stable at about 35 billion jin; the per capita disposable income of rural permanent residents will increase by more than 10%, and the livelihood of rural people has been significantly improved. Song Xibin said: in order to achieve this goal, Harbin will focus on reform and innovation in three aspects in accordance with the working thinking of "activating elements, releasing vitality, and supporting services."

First of all, it is necessary to accelerate the reform of the rural property right system. We will continue to do a good job in the registration and certification of rural land rights, and comprehensively complete the construction of a "three-level" rural property rights transaction service platform for cities, districts, counties (cities) and townships (towns) by the end of the year, to achieve interconnection, and to complete the separate establishment of land dispute arbitration and mediation institutions in the six urban districts. We will do a good job in the reform of the collective property rights system in rural areas. this year, we will focus on promoting the pilot reform of the collective property rights system in bungalows, the whole county of Fangzheng District, and Shengli Village, Democratic Town, Daowai District. At the same time, each district, county (city) should do a good job in the pilot project of at least one village, and complete the work of asset verification, asset quantification, member identity definition, equity setting, and so on. We will explore the establishment of mechanisms for farmers' possession, income, paid withdrawal, mortgage, guarantee and inheritance of collective assets.

Secondly, great efforts should be made to cultivate new types of agricultural operators. We increased policy support, focusing on supporting family farms, large households, cooperatives and agricultural enterprises to develop various forms of moderate-scale operation. The number of new agricultural operators increased to 13230, an increase of 868. We will vigorously cultivate family farms and large professional families, and encourage practical talents in rural areas, college and secondary school graduates who return to their hometown to start businesses, and local experts in farming and breeding industries to set up family farms. Standardize the development of farmers' professional cooperatives, further clarify the relationship of property rights, clarify the main bodies of investment, operation, risks and interests, and establish and improve the management system of capital contribution proportion, business accounting, benefit distribution and so on.

At the same time, speed up the construction of a new type of agricultural socialized service system, focusing on the construction of agricultural socialized service system. We will actively explore public welfare service organizations in conjunction with new agricultural operators, establish a demonstration base for comprehensive agricultural services, and carry out prenatal, mid-and post-natal services. Support private scientific research institutions to undertake commonweal science and technology extension service projects. Do a good job in the reform of the system and mechanism of agricultural finance and insurance. We will continue to innovate the operation mode of the municipal investment and financing guarantee service platform for agriculture and animal husbandry, and encourage conditional districts and counties (cities) to expand the total amount of reserve funds and enhance their service capacity. We will speed up the pace of in-depth cooperation between the Agricultural Bank of China and carry out mortgage guarantee loans for large-scale agricultural machinery and land contractual management rights.
