On March 4, Chen Zhangliang, member of the standing Committee of the CPPCC National Committee, vice chairman of the China Association for Science and Technology and member of the Secretariat, visited the people's Daily online with the topic of "China's Agriculture going out." Chen Zhangliang said that the country should set aside some of its foreign exchange reserves to support China's agriculture "going global".
Chen Zhangliang put forward three suggestions for China's agriculture to go out: first, to formulate the overall strategy of "going out" for agriculture. Agricultural "going out" is the inevitable choice for Chinese agricultural enterprises to participate in global competition and strive for agricultural "voice". It is suggested that the Ministry of Agriculture should lead the research and make full use of foreign resources and international markets. support strong enterprises to cooperate in the development of domestic shortage resources in countries and regions with good resource quality and low cost Enterprises with comparative advantages are encouraged to invest and set up factories in countries and regions with a good market environment, carry out production and operation, and promote the export of products, services and technologies.
Second, speed up the innovation of the administrative system. The government should greatly reduce the authority and scope of administrative examination and approval, introduce market intermediary mechanism, relax the supervision of finance, foreign exchange and credit, and gradually liberalize overseas investment.
Chen Zhangliang said that at present, the country has a lot of foreign exchange reserves, and whether some of them can be used to support China's agriculture going out.
Third, strengthen the education and training of international talents. The shortage of talents who understand international management is one of the most important factors affecting the success of agriculture in "going out". Macroscopically, the cultivation of international talents needs the reform of the national education system. Government education departments and institutions should strengthen the academic education of "transnational operation" and strengthen the training in the fields of language, cross-cultural operation, mergers and acquisitions, so as to make China's higher education closer to the needs of enterprises to "go out".
