First, it is suggested to increase the financial rewards and subsidies to the major grain producing areas. Fourth, increase the intensity of balanced transfer payments, improve the basic financial security mechanism at the county level, expand the scope, improve the level, and gradually make the financial resources of the major grain producing areas reach the average level of the whole province.

Fourth, it is suggested to increase the support to the main body of social service. It has become an urgent task to cultivate a number of specialized service organizations that can provide services such as farmland farming, integrated control of diseases and insect pests, agricultural machinery operations, agricultural technology extension and so on. It is suggested that the state should strengthen the cultivation of social service subjects such as farming, integrated prevention and control of diseases and insect pests, agricultural machinery operation, and agricultural technology popularization in major grain producing areas, especially in large area grain high-yield establishment and demonstration areas. in terms of the amount of funds for rewards and subsidies and the arrangement of supporting projects, we should give priority to them, urge them to become bigger and stronger quickly, and play a greater role in solving the problem of "the last kilometer" of agricultural technology popularization.

Fifth, it is suggested to increase support for local grain collection and storage. At present, all localities generally attach importance to grain production rather than storage. From the perspective of Texas, 16.65 billion jin of grain was produced in 2013, but only 2.1 billion jin were stored in the city at the end of the year. Except for the farmers themselves, most of the rest are mobile in the society, and the grain reserves that the government can dispatch are obviously on the low side. It is suggested that the state should introduce incentive policies to improve grain reserves in large grain-producing cities and grain-producing counties, such as increasing preferential efforts in grain reserve construction funds, purchase subsidies for large-scale grain drying equipment, and so on.

Sixth, it is suggested to strengthen the basic guarantee of stable and high grain yield. First, pay close attention to scientific and technological innovation to promote the sustainable development of green agriculture. The second is to improve the level of agricultural mechanization and strive to improve the level of machinery and equipment and operational efficiency in the whole process of ploughing, planting, management, and harvesting. The third is to improve the agricultural insurance system and enhance the ability of agricultural production to resist natural risks.
