In his "report on the work of the Government," Premier Li Keqiang pointed out that grain output should be stabilized at more than 1.1 trillion jin this year to ensure food security and the supply of major agricultural products. As the country's first prefecture-level city with a grain yield of more than 10 billion yuan per mu, Yang Yixin, deputy to the National people's Congress and mayor of Dezhou City, Shandong Province, suggested that we should increase comprehensive support for grain production.

First, it is suggested to increase the financial rewards and subsidies to the major grain producing areas. To create a policy atmosphere that can enable governments and cadres in major producing areas to grasp grain production at ease, increase support to large grain-producing cities and major grain-producing counties, and change the situation of "big grain counties, small industrial counties, and financially poor counties." First, implement the linkage method that incentive funds are directly linked to grain sown area, output and commodity volume, and increase the proportion of reward and subsidy according to the local per capita grain contribution rate; second, not only reward major grain production counties, but also give direct awards to major grain production cities; third, hold a national grain production commendation and reward conference every year in the name of the State Council. Fourth, increase the intensity of balanced transfer payments, improve the basic financial security mechanism at the county level, expand the scope, improve the level, and gradually make the financial resources of the major grain producing areas reach the average level of the whole province.

The second is to increase the financial reward and subsidy for the establishment of high grain production in the whole system. It is suggested that the state should increase the reward and subsidy for the construction of demonstration areas for the establishment of demonstration areas with high yield of 100000 mu, 200000 mu, or even more, and improve the subsidy level for the popularization and application of grain yield-increasing technical models such as "deep ploughing, deep loosening and wide precision sowing", so as to provide strong technical support for grain production and harvest at a high base and a high starting point.

Third, it is suggested to increase the policy support to the new agricultural operators and increase the financial support funds. The new subsidy funds are tilted to the new agricultural operators, and priority subsidies or incentives are given to family farms, farmers' cooperatives and leading enterprises that reach a certain scale or conditions, so as to encourage the development of large-scale operation. To train the responsible persons of all kinds of new business entities and establish a long-term mechanism for the transportation of talents so as to improve the quality and level of production and operation.

Fourth, it is suggested to increase the support to the main body of social service. It has become an urgent task to cultivate a number of specialized service organizations that can provide services such as farmland farming, integrated control of diseases and insect pests, agricultural machinery operations, agricultural technology extension and so on. It is suggested that the state should strengthen the cultivation of social service subjects such as farming, integrated prevention and control of diseases and insect pests, agricultural machinery operation, and agricultural technology popularization in major grain producing areas, especially in large area grain high-yield establishment and demonstration areas. in terms of the amount of funds for rewards and subsidies and the arrangement of supporting projects, we should give priority to them, urge them to become bigger and stronger quickly, and play a greater role in solving the problem of "the last kilometer" of agricultural technology popularization.

Fifth, it is suggested to increase support for local grain collection and storage. At present, all localities generally attach importance to grain production rather than storage. From the perspective of Texas, 16.65 billion jin of grain was produced in 2013, but only 2.1 billion jin were stored in the city at the end of the year. Except for the farmers themselves, most of the rest are mobile in the society, and the grain reserves that the government can dispatch are obviously on the low side. It is suggested that the state should introduce incentive policies to improve grain reserves in large grain-producing cities and grain-producing counties, such as increasing preferential efforts in grain reserve construction funds, purchase subsidies for large-scale grain drying equipment, and so on.

Sixth, it is suggested to strengthen the basic guarantee of stable and high grain yield. First, pay close attention to scientific and technological innovation to promote the sustainable development of green agriculture. The second is to improve the level of agricultural mechanization and strive to improve the level of machinery and equipment and operational efficiency in the whole process of ploughing, planting, management, and harvesting. The third is to improve the agricultural insurance system and enhance the ability of agricultural production to resist natural risks.
