Do a good job of "the first one kilometer" of agricultural products cold chain logistics

On the morning of 6 March, when the Hunan delegation examined the government work report in groups, Li Xiaohong and other deputies made a speech on strengthening policy support and doing a good job in the cold chain logistics of agricultural products, which attracted everyone's attention.

The links of picking pre-cooling, grading, processing, packaging and warehousing in the producing area of agricultural products are "the first one kilometer" of cold chain logistics before they are handed over to logistics and transportation. Wuling Mountain area is very rich in agricultural products, with 10 categories of vegetables, meat, dried fruits and other 10 categories of 349 bases and 4 major citrus industrial belts. The income of primary agricultural products is the main source of income for farmers. However, because the problem of the construction of the "first one kilometer" of cold chain logistics of this kind of products has not yet been solved, the decay rate of this link is as high as more than 20%. It is difficult to obtain brand value and benefit value in high-mountain high-efficiency agriculture, such as characteristic vegetables and organic vegetables, and it is difficult to show the effectiveness of poverty alleviation and demonstration. The main reasons are: lack of understanding of source status, lack of basic investment support, absence of standard and specification guidance, reduction of comprehensive value of characteristic products, and so on.

Combined with the research situation, Li Xiaohong suggested that when the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Agriculture, and the Ministry of Finance are formulating the "three-year Action Plan for the Construction of Cold chain Logistics facilities for Agricultural products," we should take the "first one kilometer" construction of cold chain logistics of agricultural products with regional characteristics in the Wuling Mountain area as the key project of the plan, and select large-scale characteristic bases and leading enterprises for agricultural industrialization to carry out pilot work. At the same time, in the aspects of pre-cooling, packaging, sorting and grading of characteristic and efficient agricultural products, formulate and issue international cold chain logistics operating norms and technical standards, and establish a quality inspection and supervision mechanism. To introduce a special support policy, financial investment or special funds will be invested in the construction of cold storage, warehousing and graded sorting facilities in the base, and subsidies of more than 50% of the packaging cost of characteristic products and 100% subsidy for the promotion of characteristic brands such as exhibitors will be given.

Deputy Li Xiaohong's speech resonated with other deputies. Deputies Peng Guofu and Hu Zijing also spoke one after another, suggesting that plans for the development of cold chain logistics of agricultural products should be formulated as soon as possible, the development goal of enriching the people by industry should be set, and the implementation should be ensured.
