Farmers' occupational disaster insurance will be tried out as soon as October! The guidance Office of the Council of Agriculture said that in the future, farmers' associations will act as insurance units, labor insurance bureaus will act as insurers, and farmers with agricultural insurance status will be insured, and farmers can take out insurance voluntarily regardless of age. When the regulations on Farmers' Health Insurance are amended and passed, the Council of Agriculture estimates that about 1.17 million farmers are eligible for occupational disaster insurance based on the current number of people insured by agricultural insurance.

Committee of Agriculture: the use and operation of agricultural machinery, pesticide injuries and heatstroke are expected to be included in the scope of occupational disasters.

At present, workers engaged in agriculture, forestry, fishing and animal husbandry have to apply for labor insurance or agricultural insurance, but only labor insurance is guaranteed by occupational disaster insurance; simply engaged in agricultural workers, in addition to occupational disaster protection without labor insurance, but also due to the qualification of agricultural insurance, you may not be able to participate in agricultural insurance. Wang Dongliang, head of the Farmers' Welfare Section of the Counseling Department of the Council of Agriculture, pointed out in an interview in the past that when workers are injured by occupation, there is a wage subsidy, but farmers do not.

Wang Dongliang said that labor insurance includes general accident insurance and occupational disaster insurance, covering maternity benefits, old age benefits, disability benefits, injury benefits, death benefits, and medical benefits, while agricultural insurance only includes maternity benefits, medical benefits, physical and mental disability benefits, and funeral allowances. How should farmers improve their occupational security from agriculture? Premier Lai Qingde of the Executive Yuan yesterday (29) reached a consensus on the content of amending the Law on Farmers' Health Insurance regulations.

What is the specific consensus? Which job disasters may be included in the protection program in the future? Wang Dongliang said that items such as occupational disasters in the use of agricultural machinery and tools, pesticide injuries, and heatstroke may all be included in the scope of occupational disasters; however, the meeting is still discussing with agricultural improvement farms and agricultural experimental institutes, waiting for opinions to be collected. The scope of occupational disaster identification will be determined in accordance with the authorization sub-measures of the Agricultural Insurance regulations, and the consolidation of opinions will be completed as soon as next week.

Premium: rough estimate of about 14 yuan per month, still need to be actuarial

Su Menglan, deputy director of the guidance Department of the Council of Agriculture, also added that at present, the distance between the two insured amounts of NT $0200 and NT $2,7600 will be selected for trial after actuarial work. And how to calculate the premium rate? Wang Dongliang said that with reference to the average rate of labor insurance, agriculture, forestry, fishery and animal husbandry disaster is 0.23%, which may be adjusted again after actuarial work.

If the monthly insurance amount is NT $1,0200 and the average rate of labor insurance for agriculture, forestry, fishery and animal husbandry is 0.23%, the monthly premium will be NT $24. Su Menglan says that according to the current plan, the proportion will be borne by the government and farmers. "the burden on farmers is 60%. The government's burden is 40%." According to this calculation, the amount paid by farmers is 14.4 yuan, while that borne by the government is 9.6 yuan. The guidance office said that at present, the actuarial company has been entrusted to further calculate which rate is more reasonable, and a single insurance rate will be adopted, and the actuarial results will be released as soon as June.

Su Menglan said that at present, the Ministry of the Interior has amended the agricultural insurance regulations and sent them to the Executive Yuan, while the Council of Agriculture is working on the details of the relevant legislation. According to the planning progress of the Executive Yuan, the Council of Agriculture will submit a trial plan in September this year, and the pilot scheme for farmers' occupational disaster insurance is expected to begin in October at the earliest.
