23 seed violations reported by the Ministry of Agriculture

In 2014, the Ministry of Agriculture, in conjunction with the Ministry of Public Security and the State Administration for Industry and Commerce, organized and launched a special campaign to crack down on violations of variety rights and the production and sale of counterfeit seeds. Through innovative mechanisms and multiple measures, it severely cracked down on illegal activities such as the production and sale of counterfeit products, unlicensed production and promotion without trial. According to statistics, more than 6400 seed cases were investigated and dealt with throughout the country, 31 licenses were revoked, 115 cases were transferred to justice, and 34 lawbreakers were punished. Through the joint efforts of various departments, the overall order of the seed market has improved significantly, and the sales volume of independent innovation varieties of enterprises has increased significantly compared with the same period last year. 1. Qian Gongwu's unlicensed corn seed management case in Xingtang County, Shijiazhuang City, Hebei Province

In March 2014, agricultural law enforcement personnel at Shijiazhuang City and Xingtang County jointly investigated Qian Gongwu's unlicensed corn seed management behavior in Xingtang County. After investigation, Qian Gongwu purchased corn seeds totaling 5000 jin from Linze County, Zhangye City, Gansu Province in February 2014. Without obtaining the crop seed management license, he operated corn seeds without authorization. 760 jin corn seeds have been sold, and 4240 jin seeds have not been sold.

The Agricultural Bureau of Xingtang County confiscated Qian Gongwu's illegal seeds of 4540 jin and illegal income of 4600 yuan according to law, and imposed a fine of 13800 yuan.

2. Shanxi Dafeng Seed Industry Co., Ltd. produces and operates fake corn seeds

In December 2013, after spot check by Crop Seed Quality Inspection Center of Shanxi Province, the variety name labeled on the seed label of Dafeng No.5 corn produced by Shanxi Dafeng Seed Industry Co., Ltd. was untrue. The actual production and processing quantity of this variety is 28000 kg. After receiving the identification results, the company promptly recovered the seeds that had been sent out and did not sell them. In May 2014, the Agricultural Committee of Taiyuan City filed an investigation into the case, registered and preserved 28000 kg of Dafeng No.5 corn seeds on the spot, and determined that the Dafeng No.5 corn seeds involved in the case belonged to false seeds.

Taiyuan City Agricultural Committee adopted incineration destruction method, on-site supervision and destruction of Dafeng No.5 corn seeds 28000 kg.

3. Li Yubao, Jinzhou City, Liaoning Province, forged registered trademarks and operated

False corn seed case

In March 2014, Seed Management Station of Jinzhou City, Liaoning Province cooperated with Food and Drug Investigation Detachment of Jinzhou City Public Security Bureau to detect a case of processing and selling fake corn seeds with forged registered trademark, and seized 150,000 kilograms of fake corn seeds, involving more than 600,000 yuan. After investigation, the suspect Li Yubao repeatedly purchased a large number of corn seeds from other places, purchased special equipment and hired a number of workers, forged the registered trademark of a seed enterprise in Dandong City, Liaoning Province, processed and packaged into "Super Single 21" and "Lianxing (Lianshi) 50" corn seeds, and sold them to Jinzhou, Chaoyang and other towns and villages.

The case has entered judicial proceedings and is being processed.

4. Xie Shengcai, Sujiatun District, Shenyang City, Liaoning Province, operates without a license

False corn seed case

In April 2014, Seed Management Station of Sujiatun District of Shenyang City, together with Food and Drug Investigation Brigade of Sujiatun District Public Security Bureau, detected a case of operating fake corn seeds without license, seized more than 1000 bags of "Gome 338" corn hybrid seeds on the spot, and arrested 1 criminal suspect. After investigation, the suspect Xie Shengcai set up a place in Nianpangou Village, Baiqing Township, Sujiatun District without obtaining any business license. He bought corn seeds from unknown sources at a low price from private hands, packaged them into "Gome 338" corn hybrid seeds, and sold them to surrounding farmers at a price of 65 yuan per bag.

The case has entered judicial proceedings and is being processed.

5. Jilin Province Longjia Seed Co., Ltd. production and operation of fake jade

Rice seed case

In February 2014, seed law enforcement personnel of Jilin Province sampled "Leo No.1" corn seed samples produced by Jilin Province Longjia Seed Industry Co., Ltd. in Changchun City Xinfeng Group Seed Market, which were false seeds after inspection. After investigation by Changchun City Agricultural Committee, the enterprise produced and operated 400 bags of fake "Leo No.1" corn seeds, and the illegal income was 6800 yuan.

Changchun City Agricultural Committee ordered Jilin Province Longjia Seed Industry Co., Ltd. to stop producing and operating fake seeds, confiscate illegal income and impose a fine of 74800 yuan ten times. The Agricultural Committee of Jilin Province revoked the crop seed business license of Jilin Province Longjia Seed Industry Co., Ltd. according to law.

6. Jilin Province Bangnong Seed Industry Co., Ltd. produces and operates fake jade

Rice seed case

In February 2014, seed law enforcement personnel of Jilin Province sampled corn seed samples of "Jinongda 302" and "Jinongda 678" produced by Jilin Province Bangnong Seed Industry Co., Ltd. in Changchun City Xinfeng Group Seed Market, which were false seeds after inspection. After investigation by Changchun City Agricultural Committee, the enterprise produced and operated 480 bags of fake "JINONG D302" and "JINONG D678" corn seeds, and the illegal income was 8640 yuan.

Changchun City Agricultural Committee ordered Jilin Province Bangnong Seed Industry Co., Ltd. to stop producing and operating fake seeds, confiscate illegal income and impose a fine of 95040 yuan ten times. The Agricultural Committee of Jilin Province revoked the crop seed business license of Jilin Province Bangnong Seed Industry Co., Ltd. according to law.

7. Heilongjiang Province Mudanjiang City Xiudejin Agricultural Materials Co., Ltd. and other fake corn seed management case

In April 2014, the Seed Management Office of Mudanjiang City of Heilongjiang Province investigated and dealt with "Jingdan 28" corn seeds distributed by Xiudejin Agricultural Materials Co., Ltd. of Mudanjiang City, Zhang Chengbin of Ning 'an City, Nie Enbin and Ai Ligang of Jiantang Township of Linkou County and Niu Jiaxing of Diaoling Town of Linkou County suspected to be fake corn seeds according to the reported clues. After investigation, the batch of "Jingdan 28" fake corn seeds were produced by Harbin Branch of Shandong Zhouyuan Seed Industry Co., Ltd., with 13050 kg of seeds involved and 233950 yuan of illegal income.

In June 2014, the Agricultural Committee of Heilongjiang Province verified the case and handed it over to the Public Security Department of Heilongjiang Province for handling. After investigation by the public security organs, Wang Long, a criminal suspect who processed and packaged fake seeds, has been arrested. The case has entered judicial proceedings and is being processed.

8. Case of Operating Fake Corn Seeds in Kangxiang, Linjiang Township, Shuangcheng City, Heilongjiang Province

In March 2014, according to the reported clues, the Public Security Administration Bureau of Harbin City Public Security Bureau, Shuangcheng Agricultural Bureau and Shuangcheng Public Security Bureau jointly set up a joint special case team to investigate and deal with a fake corn seed processing site located in Linjiang Township, Shuangcheng City, and seized about 285,000 kilograms of fake corn seeds.

At present, the suspect in this case Shuangcheng Linjiang Township Dakang seed direct sales hall director Kang Xiang father and son have been arrested. The case has entered judicial proceedings and is being processed.

9. Jiangsu Suken Seed Co., Ltd. produces and manages fake rice

seed case

In January 2014, Jiangsu Province Crop Seed Quality Inspection Center conducted supervision and spot check on "Fengyou 22" hybrid rice seeds produced and operated by Jiangsu Suken Seed Industry Co., Ltd. according to law. After inspection, it was determined that the variety name indicated on the seed label of this batch was not true. After investigation, Jiangsu Suken Seed Industry Co., Ltd. organized the production of "Fengyou 22" hybrid rice seeds in 2013, and sold 180 kg of fake "Fengyou 22" hybrid rice seeds in January 2014, with a sales amount of 6120 yuan.

In December 2014, the Agricultural Committee of Jiangsu Province revoked the crop seed business license of Jiangsu Suken Seed Industry Co., Ltd. according to law, confiscated the illegal income of 6120 yuan and fined 36720 yuan.

10. A Case of Zhang Fenghua's Management of False Melon Seeds in Pei County, Jiangsu Province

In April 2014, the Agricultural Committee of Pei County of Jiangsu Province received complaints from the masses, reflecting that the melon seeds purchased by Fenghua Agricultural Materials Sales Department in Hekou Town of Pei County were abnormal. After investigation, Zhang Fenghua purchased the melon seed line from Shanxi Boda Seedling Co., Ltd., involving 177 farmers and 313 mu damaged area; according to the variety identification information and field site identification report, the melon seed should be identified as false seed.

In May 2014, the Agricultural Committee of Pei County handed over the case to the public security organ according to law. Shanxi Boda Seedling Co., Ltd. compensated 626,000 yuan to the damaged farmers. Two suspects of the company, Jia Fuyou and Gao Xiumei, are now on bail pending trial.

11. Anhui Difa Agricultural Science and Technology Co., Ltd. did not produce seeds according to the provisions of the seed production license, and did not pass the examination and approval of rice seeds.

In September 2014, according to the clues reported by the masses, after investigation by the Agricultural Committee of Huaiyuan County of Anhui Province, Anhui Difa Agricultural Science and Technology Co., Ltd. operated and promoted the unapproved rice variety Di Fa Nuo No.1, and failed to produce seeds according to the provisions of the seed production license, with the operating quantity of 15,000 kg.

The Agricultural Committee of Huaiyuan County ordered Anhui Difa Agricultural Science and Technology Co., Ltd. to stop its operation, rectify for 3 months, revoke its crop seed production license, confiscate the illegal income of 476,000 yuan and impose a fine of 50,000 yuan.
