Recently, the General Office of the State Council issued the "2015 Food Safety Key Work Arrangement" to make arrangements for the national food safety key work in 2015. The work arrangement adheres to the problem orientation, strives to strengthen the source governance, strengthens the process supervision, improves the laws and regulations, constructs the unified authoritative supervision system, improves the food safety governance ability, and effectively guarantees the food safety "from the farmland to the table".

First, highlight the key points of supervision and control table pollution with "list of problems". Adhere to the guidance of discovering and solving outstanding problems, find out the base number, investigate risks, strengthen supervision closely around key fields, key bulk foods and key areas, and severely punish illegal and criminal acts of food safety according to law.

The second is to standardize the rule of law order with the "power list" and innovate the supervision mode. We will accelerate the revision of laws and regulations such as the Food Safety Law and its implementing regulations, the Agricultural Product Quality Safety Law, etc., improve a series of rules and regulations such as food production and operation licenses, and accelerate the formation of a national food safety standard system that conforms to China's national conditions and international practices.

Third, implement the main responsibility with the "responsibility list" and promote social co-governance. Give full play to the overall coordination, supervision and guidance role of food safety committees at all levels, and improve the coordination and linkage mechanism between departments and regions. Strengthen the comprehensive coordination force of food safety supervision departments, strengthen supervision and evaluation, and implement the responsibility of food safety territorial management. Accelerate the completion of the task of reforming agricultural products and food safety regulatory agencies, establish a working mechanism for shifting the center of gravity downward and ensuring downward inclination, improve the grass-roots food safety grid management system and responsibility system, and open up the "last kilometer".
