In 2015, the Ministry of Agriculture will adhere to the combination of dredging and blocking, continue to innovate the veterinary drug quality supervision and sampling inspection system, and strengthen supervision. The products suspected of illegally added drugs found in the process of sampling or inspection are included in the differential inspection, and the test results are used as the basis of administrative punishment.

The second is to carry out random inspection and strictly control the risk of illegal addition of veterinary drugs. Special sampling inspection is arranged for the first time to systematically and comprehensively monitor the risk of illegal addition of veterinary drugs in the operation and use of veterinary drugs, so as to truly reflect the quality of veterinary drugs and accurately analyze the sources of risk of quality and safety of veterinary drugs.

The third is to implement differential sampling to encourage veterinary drug enterprises to pay more attention to quality control. This year, for the first time, it is stipulated that for veterinary drug manufacturing enterprises that have been sampled for the past three years with a large number of veterinary drug products, a high qualified rate of product sampling (more than 98%), and no heavier punishment for veterinary drugs (announcement No. 2071 of the Ministry of Agriculture), the central sampling inspection and local sampling inspection will not be repeated, so as to avoid excessive sampling inspection of veterinary drug manufacturing enterprises with large scale, high reputation and guaranteed quality.
