In the face of the new situation, Shen Danyang said that this year, the Ministry of Commerce will launch a new special action plan for e-commerce, the core of which is to standardize and promote the development of e-commerce, including four specific tasks: the first is to improve laws, regulations and standards; the second is to promote the application of e-commerce in small and medium-sized cities; the third is to promote e-commerce in rural areas and agricultural products; and the fourth is to step up efforts to prevent infringement and counterfeiting.

Since last year, the Ministry of Commerce, together with the Ministry of Finance, has carried out this comprehensive demonstration work in eight provinces and 56 counties, including Hebei, Henan, and Hubei. On the one hand, it promotes large e-commerce businesses such as Ali, JD.com, SUNING and many express delivery enterprises to layout the rural market, and on the other hand, encourages traditional supply and marketing, postal and other entity enterprises to actively try online and offline integration and development in rural areas.

Shen Danyang said that at present, there are probably more than 3000 agriculture-related websites across the country, and 24 provinces, cities and 31 prefectures and counties have set up "special pavilions" on the Ali platform. There are 1.63 million online shops registered in townships and administrative villages on Taobao, and nearly 400000 online shops dealing in agricultural products. Hebei, Zhejiang, Jiangsu, Shandong and other places have appeared in all kinds of Taobao villages, and the online retail sales of agricultural products have reached more than 100 billion yuan. the online entrepreneurial group of rural youth in Zhejiang Province alone has reached more than 1 million.

Shen Danyang pointed out that according to the requirements of implementing e-commerce into rural areas put forward by the Central Committee document No. 1 this year, the Ministry of Commerce, together with relevant departments, is studying and formulating guidelines on speeding up the development of rural e-commerce, focusing on the information transformation of traditional rural circulation networks, the construction of e-commerce platforms for agricultural means of production, and the development of e-commerce for agricultural products. And expand the field of rural e-commerce services and other four aspects.
