The State Grain Administration stressed that all grain operators should improve the quality of their services to grain farmers and strictly implement such regulations as "open purchase, purchase at any time, and do not bother farmers" and "set prices on the basis of quality, high quality and high prices, and do not harm farmers." let farmers sell "understanding grain" and "comfortable grain."
