Steady improvement in the quality of Veterinary drugs in China to add special spot checks this year

In order to ensure the safety of animal-derived food, the Ministry of Agriculture strictly supervises veterinary drug safety and continuously strengthens the source control of veterinary drug residues in animal products. Through unremitting efforts for many years, the qualified rate of veterinary drug sampling inspection has been steadily improved. In 2014, 15125 batches of veterinary drugs were sampled nationwide, with a qualified rate of 95.3%, 2.1 percentage points higher than that in 2013.

In 2015, the Ministry of Agriculture will adhere to the combination of dredging and blocking, continue to innovate the veterinary drug quality supervision and sampling system, and strengthen supervision with "one grasp and one release". "One catch" means to pay close attention to the problem of illegal addition of veterinary drugs, and implement the system of identification sampling inspection and investigation sampling inspection;"one release" means to activate the quality trustworthy veterinary drug production enterprises, and implement the system of central sampling inspection and local non-repeated sampling inspection.

At the beginning of the Spring Festival, the Ministry of Agriculture took the quality supervision and sampling inspection of veterinary drugs as the starting policy for veterinary drug safety supervision, and issued the Plan for Quality Supervision and Sampling Inspection of Veterinary Drugs in 2015, highlighting three characteristics: first, deepening identification inspection and severely cracking down on illegal additions. The Supplementary Inspection Methods for National Standards of Veterinary Drugs for 18 drugs illegally added, such as antibacterial drugs, antipyretic analgesics and antiviral drugs, have been formulated and issued for the sixth time. Three general methods for determining the detection of illegally added drugs in veterinary drugs have been studied and determined. Products suspected of illegally adding drugs found in the sampling or inspection process shall be included in the identification inspection, and the inspection results shall be taken as the basis for administrative punishment. Second, carry out spot check and strictly control the risk of illegal addition of veterinary drugs. For the first time, special sampling inspection was arranged to systematically and comprehensively monitor the risks of illegal addition of veterinary drugs in the operation and use of veterinary drugs, so as to truly reflect the quality status of veterinary drugs and accurately analyze the sources of veterinary drug quality and safety risks. Third, implement differential sampling inspection to encourage veterinary drug enterprises to pay more attention to quality control. For the first time this year, it is stipulated that for veterinary drug manufacturers with a large number of veterinary drug products sampled in recent three years, a high qualified rate of product sampling inspection (more than 98%) and no severe punishment for veterinary drugs (Announcement No.2071 of the Ministry of Agriculture), the central sampling inspection shall not be repeated at the local level, so as to avoid excessive sampling inspection of veterinary drug manufacturers with large scale, high reputation and guaranteed quality.

In the next step, the Ministry of Agriculture will resolutely implement the deployment requirements of "comprehensively controlling pesticide and veterinary drug residues and comprehensively improving the quality of agricultural products and food safety level" proposed in this year's government work report, supervise all localities to promote the quality sampling inspection of veterinary drug products, timely grasp the quality risk status of veterinary drugs, timely issue veterinary drug quality notifications, and timely adjust regulatory measures to ensure the quality and safety of veterinary drugs and animal-derived foods.
