The reform of rural land system has officially entered the stage of initiation and implementation.

As an important reform related to the overall situation, the pilot work of rural land system reform in China has officially entered the start-up stage on the basis of the completion of top-level design and legal authorization.

At the deployment and training meeting of the three pilot projects for rural land system reform, which ended on the 25th, the reporter learned that according to the central government's "opinions on rural land expropriation, the entry of collective construction land into the market, and the pilot work of homestead system reform," the Ministry of Land and Resources has set up a pilot work leading group and office headed by the minister, and established a working mechanism for jointly promoting the pilot with relevant departments.

Jiang Daming, minister of land and resources and chief inspector of land, said that the reform of the rural land system should adhere to the bottom line, give priority to pilot projects, and make steady progress, and adhere to three bottom lines: no change in the nature of public ownership of land, no breakthrough in the red line of cultivated land, and no damage to the interests of farmers. We should take a clear-cut stand against the idea of changing the nature of public ownership of land in our country; investigate and deal with the actual occupation of cultivated land in the name of reform in accordance with the law and be held accountable; and we should stop and resolutely correct the situation that harms the rights and interests of rural areas in the course of reform. Pilot areas should proceed from local conditions and formulate pilot implementation plans in accordance with local conditions. We will speed up the completion of the registration and certification of rural collective construction land and residential land, and make overall efforts to promote the unified registration of real estate and the delineation of permanent basic farmland.
