Urbanization is not only an important way to narrow the poverty gap, but also an important way to stimulate domestic demand. At the sub-forum on "Innovation-driven New urbanization" of the 2015 Economic Summit of the China Development Forum, participants generally agreed that in order to promote urbanization in China, there must be innovation and come out of a new type of urbanization driven by innovation.

To avoid one-way urbanization, the population should move flexibly.

Qiu Baoxing, Counsellor of the State Council, believes that China's innovation-driven urbanization deserves special attention on the following points:

First, we should avoid concentrating more of the population in big cities. China's urbanization should follow a path of coordinated development of large, small and medium-sized cities. At present, a very important issue is to improve the living environment, education and medical and health conditions in small cities and towns.

Second, urbanization and motorization go hand in hand. It is necessary to maintain high-density urban development, but not to reduce the density of the city. Accordingly, the reform of land system, including the reform of urban and rural planning system and the reform of land use system, should be subject to this characteristic.

Third, buildings must be energy-saving buildings and green buildings. The government will introduce mandatory measures to ensure that half of the green building standards will be met by 2020.

Fourth, it is necessary to strengthen the protection of natural and cultural heritage. In the process of urbanization, China consumes 50% of the world's cement and 35% of the world's steel each year. Once the natural and cultural heritage is knocked down, it will not be rebuilt.

Fifth, one-way urbanization should be avoided. The one-way influx of rural population into the cities, this "no return" urbanization model is useless. The urbanization of many developing countries in the world is one-way urbanization. China should avoid this and make the population move freely and flexibly between urban and rural areas. This is innovation.

When the financial crisis hit in 2008, 60 million jobs were lost along China's coast. Most of these migrant workers have returned to the countryside, bringing the intensive cultivation of agricultural products to a level. After the recovery of the financial crisis, migrant workers gradually moved from the countryside to the city. I think this flexible structure is very important for a populous country like China. " Qiu Baoxing said.

Housing enterprises should actively adapt to the new trend of urbanization

"Real estate enterprises should more actively adapt to the trend of urbanization and informationization, strengthen the reform and innovation of business models, and gradually transition from meeting single housing needs to meeting diversified needs." Zhang Yuliang, chairman of Greenland Group, said.

Zhang Yuliang believes that under the new normal, many external changes have taken place in the new type of urbanization. How to do urbanization is not only related to the further economic and social development of China, but also related to the global economic and social development.

How to use innovation to drive the construction of new urbanization? Zhang Yuliang put forward four suggestions:

First, more emphasis should be placed on the new type of urbanization with people as the core, rather than simply moving people back and forth.

Second, more attention should be paid to the integration of industries and cities. There is a place to live, there is a need for employment, if there is no good employment, this kind of transfer is unhealthy. Supporting facilities for life and work are also needed in the process of transfer. The completeness of facilities and the continuous improvement of facility standards are very important.

Third, we should embody the market-oriented and respect the law of the whole city and economic development.

Fourth, more emphasis should be placed on building a new type of city, with new ideas, new technologies, wisdom and green thinking.

Sustainable urbanization requires the combination of technology, policy and behavior.

Shi Bifu, CEO of ABB Group, believes that it is necessary to achieve sustainable urbanization through overall planning through technology, policy and behavior, which will contribute to the realization of new social prosperity and the establishment of a sustainable urban model.

In Shi Bifu's view, technology can not only build an environment-friendly society, but also support a high quality of life for individuals.

In terms of policy, he believes that there must be mandatory policies. "China has a lot of such policies to promote, to encourage energy-saving technologies in order to achieve higher connectivity and better sustainability. At the same time, we need to have new policies that will enable the right or appropriate technologies to be used to transform patterns. "

"from a behavioral perspective, we need to use both carrots and sticks at the same time. It is necessary to make people fully understand the benefits of behavior and provide certain incentives. If all is said but not done, or if there is no correct behavior, the corresponding punishment should be imposed. "

"only by well combining the three elements of technology, policy and behavior can sustainable urbanization be achieved." Spielford said.

New urbanization brings opportunities to the Innovation of Transportation system

Road traffic is an important part of urbanization. Orlov Payson, president and CEO of Volvo Group, believes that compared with developed countries, China's motor vehicle penetration rate is still very low, which actually provides a unique opportunity for Chinese cities to make use of this "blank" to create more efficient, green and cost-effective transport solutions.

In order to promote innovation in sustainable transport systems, it is particularly necessary to involve all stakeholders, says Orov Payson. "the government should take measures to encourage links between industry, academia and policy makers."
