National Conference on Grain Regulation and Statistics held in Kunming, Yunnan

From March 18 to 19, 2015, the State Grain Administration held a national grain regulation and statistics work conference in Kunming, Yunnan, to implement the spirit of the national grain circulation work conference, summarize and exchange grain regulation and statistics work in 2014, study and analyze the new situation and new problems of grain circulation, arrange and deploy tasks for 2015, and jointly examine and compile the 2014 annual report of national grain and oil statistics. Before the meeting, Ren Zhengxiao, secretary of the party leading group and director of the State Grain Administration, gave important instructions, fully affirming the achievements made in grain regulation and statistics in 2014, and put forward clear requirements for this year's work. Lu Jingbo, member of the party leading group and deputy director of the bureau, attended the meeting and made a speech.

The meeting held that China's economic development has entered a new normal, and new changes are taking place in grain supply and demand and the market situation, so it is necessary to accurately grasp the new tasks and requirements facing grain circulation, earnestly change concepts, and actively adapt to the new normal. We should innovate the ideas and methods of grain regulation and control, enhance their foresight, science, and effectiveness, and provide strong support for maintaining food security and market stability.

The meeting stressed that grain regulation and statistics in 2015 should focus on the implementation of the provincial governor responsibility system for food security, focus on the deployment of the national grain circulation work conference, highlight the "five capabilities" and strive to enhance the "five capabilities." Adhere to both policy-oriented and market-oriented acquisitions to enhance the ability to serve farmers; sell and sell storage and emergency security at the same time to enhance the supply capacity of the grain market; optimize the central reserve and strengthen the local reserve to enhance the reserve regulation and control ability; tamp the foundation and optimize innovation at the same time to improve the ability of statistical information service Based on the present and taking a long-term view, we will enhance the capacity of situation analysis and policy research, and strive to promote grain regulation and statistics to a new level.

During the meeting, the Yunnan provincial government and Vice Governor Duan Qi met with Deputy Director Lu Jingbo and exchanged views on grain work. Responsible comrades, directors of regulation and control, and statisticians of grain bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as responsible persons of relevant statistical work of central enterprises, attended the meeting, and relevant comrades of the National Development and Reform Commission, the Ministry of Finance, and the Agricultural Development Bank of China were invited to attend the meeting. Jiangsu and other seven provincial grain bureaus have made typical exchanges of experience.
