Four Departments Jointly Promote the Development of Rural Logistics Smooth Rural Logistics Finally

The reporter learned from the State Post Bureau on the 24th that the Ministry of Transport, together with the Ministry of Agriculture, the General Association of supply and Marketing Cooperation, and the State Post Bureau, jointly issued "some opinions on promoting the healthy Development of Rural Logistics and speeding up the Service of Agricultural Modernization" (abbreviated as "opinions"), in order to comprehensively improve the level of rural logistics in China and support the development of agricultural modernization.

The "opinion" calls for strengthening the planning and convergence of rural logistics infrastructure such as transportation, agriculture, supply and marketing, and postal express delivery, and gradually improve the rural logistics infrastructure network system based on rural logistics hub stations and supported by county, township and village logistics nodes. Combined with the actual needs of the region, according to local conditions to build a comprehensive rural transport service station with the functions of passenger transport service, traffic management, agricultural materials and agricultural products warehousing, daily necessities distribution, renewable resources recovery, express distribution and so on. Improve the comprehensive logistics service functions of township post offices and agricultural aid stations, create rural logistics transit nodes connecting counties and lower villages, and support the transit, warehousing and distribution of all kinds of materials in rural logistics.

The "opinion" proposes to continue to promote the "new rural modern circulation network construction project" and the construction of postal "three rural" service stations and express delivery outlets. We will support postal and express delivery enterprises to extend their business to rural areas and open up a two-way shortcut for rural logistics to "go to the countryside and go to cities". To integrate and upgrade the information systems of grass-roots rural logistics nodes, such as rural information service stations, rural comprehensive service cooperatives, supermarkets, postal "agriculture, rural areas and farmers" service stations, village post stations, express delivery outlets, and so on, to promote the standardization of rural logistics information terminals and equipment, and to achieve interconnection with county-level rural logistics information platforms.

Local departments of transportation, agriculture, supply and marketing, and postal management should actively strive for special funds for the development of the central financial rural logistics service system, and provide guidance and support to projects with strong public welfare, such as the construction of station and yard facilities, the construction of postal "agriculture, rural areas and farmers" service stations and rural express delivery outlets, the transformation of facilities and equipment, the construction of information systems, and the innovation of organizational models.
