Dehua, located in the central mountainous area of Fujian Province, is one of the famous porcelain capitals in China. There are more than 1300 ceramic enterprises gathered in the county town of about 20 square kilometers, with an output value of more than 17 billion yuan. Among the more than 300,000 people in the county, 200,000 people are engaged in ceramics-related industries.
Looking at this string of numbers, one must feel that there is smoke and dust everywhere and sewage flows. However, when you walk into Dehua, what you see is a green porcelain capital: Dehua surrounded by green mountains and green waters, with a forest coverage rate of 77.7%. The construction plan of ecological civilization construction pilot demonstration area in Dehua County also passed the evaluation of the Ministry of Environmental Protection on September 11,2014, becoming the first county (city, district) in Fujian to pass the evaluation on the basis of obtaining the name of national ecological county.
Property rights trading hall, activate rural "sleeping" resources
Since the reform and opening up, more and more farmers have entered the city in Dehua, followed by the increasingly prominent phenomenon of rural hollowing: a large number of idle mountain forest resources, abandoned farmland, and fewer and fewer rural residents. Chishui Town, a large agricultural town, has a population of 18,000. Less than 4000 people stay at home, most of whom are left-behind elderly people. The abandoned land is nearly 3000 mu.
In September 2013, Dehua became the first pilot county in Fujian Province to coordinate urban and rural development. Taking this opportunity, Dehua took the lead in starting the reform of rural property rights system. On May 14, 2014, Dehua County Rural Property Rights Trading Center was officially put into operation. On the "shelf" of the property rights trading hall on the website of "China Porcelain Capital·Dehua Rural Property Rights Trading Center", the reporter saw that there are both rural land contract management rights, rural collective forest land use rights, rural reservoir water aquaculture management rights and so on. Since the operation of the center, by the end of last year, 65 transactions of property rights and management rights have been carried out, with a transaction amount of more than 66 million yuan. The long-term "sleeping" rural land rights, mountain rights, forest rights, water rights, housing rights and other resources have been reactivated.
Yan Amin, an old forest farmer in Sibin Village, Sanban Town, originally managed dozens of acres of forest land. After 2000, he and his family came to work in ceramics and tea set enterprises in the town and county for six times. The forest land on the mountain was gradually abandoned due to no management. A few years ago, Yan Amin, together with other farmers in the village, transferred the management right of forest land to Xiangsheng Craft Co., Ltd. for a lease period of 38 years.
"After the forest land is transferred, we work wholeheartedly in the porcelain factory, and the management rights of the forest land can still have dividends every year. If it is still in my hands, it will be wasted in a few years!" Yan Amin said.
Recently, village cadres in Dongli Village of Chishui Town are busy asking door-to-door for sublease of mountain ridge farmland. Dongli Village has thousands of mu of cultivated land, but less than 200 mu is still cultivated. Not long ago, a large grain farmer took part of the abandoned farmland in Dongli Village, hoping to contract it down and operate a new type of sightseeing agriculture.
"It's been abandoned for many years. It's a good thing that the abandoned fields can be reused now!" The consultation process went smoothly, with 98 per cent of villagers expressing approval. This is basically settled. The villagers are happy and the tenants are satisfied.
"A large number of farmers go to work in ceramic factories, and rural fields are easy to lose control." Wu Shensheng, secretary of Dehua County Party Committee, said,"To solve this contradiction, we can only proceed from the actual situation of mountainous districts and counties, promote the circulation of rural property rights, and concentrate the use rights of agricultural land and forest land to leading enterprises and large households." Not only revitalize rural resources, but also promote agricultural industrialization, at the same time, farmers do not have to worry about entering the secondary industry."
Peasants become the main body of industrial workers
Although it has been some days since they moved into their new house, Xu Minshu and his wife still often have the feeling of dreaming. Xu Minshu and his wife are farmers in Yangtian Village, Meihu Township, Dehua County. A few years ago, they transferred their forest land to a forestry company. The couple went to work together in the city, but they always rented a house to live. Their dream is to have a flat in town one day. At the end of 2013, according to the county policy, they bought a set of three-bedroom and one-hall price-limited commercial housing in Class Three Xiangyun Community.
Since the reform and opening up, more than 100,000 Dehua farmers have bid farewell to the land that their ancestors have depended on for generations, and have come to the county seat to transport a large number of industrial workers for Dehua ceramic industry. In 2014, the output value of Dehua ceramics reached 17.715 billion yuan, becoming the largest production and export base of craft ceramics in China. In 2014, Dehua County realized the added value of tertiary industry of RMB 5.73 billion yuan.
In recent years, Dehua County has built more than 16000 sets of affordable housing, price-limited commercial housing and low-rent housing. Farmers in this county who have been working in cities for 3 years and registered permanent residence in the county for 5 years have the right to buy a price-limited house of 3300 yuan/square meter, which is about half of the market price. In addition, forest land circulation to a certain area of urban farmers, can also enjoy the county purchase price limit housing policy. While retaining the original land rights, mountain rights, forest rights and housing rights, farmers in cities can also obtain double income of "wages for urban employment and income for rural property rights", which not only relieves worries, but also adds valuable industrial fresh forces to cities.
Since 2002, Dehua County has taken the lead in realizing zero entry threshold for migrant workers 'children in Fujian Province. At the end of 2013, spouses and children of non-German migrant workers who have worked continuously in Dehua for more than 5 years were included in the category of new rural cooperative medical care, enjoying the same medical and health services and guarantees as local residents.
Just after the New Year in 2015, dozens of non-German migrant workers officially received long-awaited price-limited housing. "How could I dare to buy a house in Dehua in the past? Thanks to the preferential policies given by the government, I was able to have my own house. Now I feel like a real German." Su Lin, a foreigner who came to Dehua to buy a house, said.
"The resident population of Dehua Urban area has now increased to more than 200,000 people. Rural industries cannot be hollowed out, and cities cannot be without industrial workers. Therefore, reform the rural property rights system, let the idle resources in the countryside come alive, change the rural production mode, and let the peasants who enter the city have jobs, stay and live well in the city." Wu Shensheng said.
