Since 2004, the central "No. 1 document" has focused on the issues of agriculture, rural areas and farmers for 12 consecutive years, and subsidies for farmers have increased significantly. Funds and resources pour into the rural grass-roots level, but under the condition that the supervision mechanism is not sound enough, there are many job-related crimes involving agricultural funds, assets, and resources, and in recent years, the news of village officials' corruption of 70 to 80 million yuan, or even hundreds of millions of yuan, has been repeatedly reported.

In recent years, with the rapid progress of China's urbanization construction and the comprehensive development of the construction of a new socialist countryside, the national special fund investment for agriculture has increased year by year, covering all aspects of the national economy and people's livelihood. However, in practice, due to the wide range of funds for farmers, many sources of funds, and a thick and long capital chain, not only related to various industries and fields, but also due to the lack of effective supervision mechanism, it is often prone to corruption problems such as detention, interception, misappropriation and appropriation, and the field of job-related crimes involved is also diversified. It seriously affects the prestige of the party and the government, the harmony of the relationship between cadres and the masses, as well as economic and social stability.

As we all know, the state subsidy funds for farmers can be called the welfare "cake" of the rural people, which involves a wide variety of subsidies, including grain subsidies, agricultural machinery subsidies, subsidies for returning farmland to forests, as well as rural minimum security, social security, poverty alleviation funds, and so on. These "cakes" of farmers may become the object of fishing for grass-roots cadres. From village cadres to township cadres, "flies" have their own ways to eat "cakes" that benefit farmers: wild geese pluck and receive 10,000 yuan to farmers with only NT $5,000; they ask for "good treatment fees" and let villagers send a chicken to their door before the Spring Festival. All kinds of chaos have seriously undermined the implementation of the policy of benefiting farmers in rural areas, affected the social stability in rural areas, and has been criticized by the public.

It is true that all localities have been making great efforts to deal with the problem of "fly rot", but it is always difficult to eliminate the chaotic phenomenon of rural grass-roots cadres "sharing" the "cake" of benefiting farmers. On the face of it, the reason for this is that there are loopholes in the payment and management of agriculture-related funds in some areas, giving lawbreakers opportunities to take advantage of; to investigate the root causes, it mainly lies in two aspects: first, party discipline, government discipline, and law supervise rural grass-roots cadres, resulting in rights out of control; second, these grass-roots cadres have a weak concept of legal system and cannot correctly treat the power in their hands.

Therefore, the author believes that in order to cure the chaos that the "cake" of Huinong is repeatedly eaten by flies, we must cure both the symptoms and the root causes, and adopt a multi-pronged approach-- to build a deterrent defense line and "cure" through strict investigation and crackdown on agriculture-related corruption; to tighten the red line of prevention and control, and to "cure the source" by strengthening supervision and plugging loopholes in village affairs management. It is necessary to tighten the ideological line of defense, strengthen grass-roots cadres' awareness of honesty and self-discipline through education and training, and strengthen risk prevention and control of clean government to "get to the root of the problem."
