With regard to the plan's proposal of "stabilizing the area of cultivated land, improving the quality of cultivated land, and moderately reducing cultivated land", Chen Xiaohua said that this is a very important and new point in the "plan." Moderate conversion of farmland is not to stop planting, but to choose a development model that matches resources and environment, and return it in an orderly manner. He mentioned that in the future, sloping farmland with more than 25 degrees and arable land with serious heavy metal pollution will be appropriately reduced, and land with high water consumption will be replanted, so that "agriculture is suitable for agriculture and forest is suitable for forest."

In response to agricultural pollution problems such as pesticide use and straw burning, Chen Xiaohua said that the use of chemical fertilizers and pesticides should achieve zero growth by 2020. In order to fundamentally solve the problem of straw burning, we should "combine blocking and thinning" and make crop straw "fertilizer, feed and base".

Chen Xiaohua also said: on the basis of comprehensive consideration of various agricultural factors, the "Plan" divides the country into optimized development areas, moderate development areas, and protected development areas, in accordance with the principles of adjusting measures to local conditions, echelon promotion, and classified measures. Determine different directions and priorities for sustainable development.

It is reported that the recent executive meeting of the State Council examined and approved the National Agricultural Sustainable Development Plan (2015 Mel 2030), which is a programmatic document to guide the sustainable development of agriculture in the future. The "Plan" requires that agricultural development should establish the concept of ecological civilization, earnestly change the mode of agricultural development, optimize the layout of development, steadily enhance agricultural production capacity, and promote the development of ecological circular agriculture.
