The Ministry of Agriculture carries out the pilot project of the integration of unified defense and green prevention and control.

In order to speed up the transformation of the mode of agricultural development and achieve zero growth in pesticide use by 2020, the Ministry of Agriculture has established 218 demonstration bases across the country this year to organize pilot projects for the integration of specialized unified control of crop diseases and pests and green prevention and control.

The integration of professional unified prevention and control and green prevention and control is to integrate the organizational mode of unified prevention and control and the technical measures of green prevention and control into a comprehensive technical service model, and to demonstrate and demonstrate in a large area, gradually realize the large-scale implementation and standardized operation of the whole process of green prevention and control of crop diseases and insect pests. Integration promotion can effectively improve the organizational degree and scientific level of pest control, which is not only an important part of comprehensive pest management, pesticide reduction and control, but also an important measure to change the mode of agricultural development and improve quality and efficiency.

The pilot project will be integrated and 218 demonstration bases will be established focusing on rice, wheat, corn, potatoes, cotton, peanuts, vegetables, apples, oranges and tea to form effective organizational forms and full-process technical models suitable for different regions and different crops, and demonstration will drive large-scale popularization and application. While ensuring the effect of prevention and control, the use of chemical pesticides has been reduced by more than 20%, the quality of agricultural products is in line with national food safety standards, and the ecological environment and biodiversity have been improved.

Integration and promotion of the pilot project will focus on three aspects of work: first, professional unified defense rule. Relying on specialized pest control service organizations and new agricultural operators, we should carry out specialized unified prevention and control, focus on supporting the development of whole-process contracted services, and improve the degree of organization of pest prevention and control. Second, the whole process of green prevention and control. Ripening optimizes green prevention and control measures such as physical and chemical inducement and control, biological control and ecological control, and integrates and popularizes the whole-process green prevention and control technology model with ecological area as the unit and crops as the main line, so as to improve the scientific level of pest prevention and control. Third, scientific and safe use of drugs. Scientifically select and rotate the use of pesticides with different mechanisms of high efficiency, low toxicity and low residue, vigorously promote new and efficient plant protection machinery, popularize scientific and safe drug use knowledge, and improve the level of resource protection and utilization.

In order to ensure that the pilot work of integration and promotion is carried out in a strong and orderly manner, the Ministry of Agriculture requires agricultural departments at all levels to strengthen the implementation of responsibilities, increase support, strengthen training and guidance, and pay attention to publicity and guidance, gradually form a mechanism of "government support, market operation, multiple subjects, and professional services", constantly expand the scope of application, and strive to achieve comprehensive control of diseases and insect pests and pesticide reduction and control.
