In the recent rotation training organized by the Ministry of Agriculture for directors of large counties of agriculture, animal husbandry and fishery, e-commerce of agricultural products has become a hot spot. Directors believe that through e-commerce, agricultural products can realize direct consumption from production through logistics, reduce intermediate links, and realize smooth sales and value-added of agricultural products. However, in the specific implementation, how to use the e-commerce platform and what role the government department should play are still controversial.

Directors reflect that farmers and agricultural enterprises are enthusiastic about e-commerce. "In 2014,36 of our agricultural products have obtained relevant certification. We want to promote agricultural products as soon as possible through e-commerce platform." Shandong Province Dongying City Estuary area Jijun base Tibetan people said. Many local government departments are also urging the production and marketing of agricultural products to catch up with e-commerce. Shandong Province Yantai City Zhaoyuan Agricultural Bureau Director Wang Xingtian introduced, Zhaoyuan City is planning to cooperate with the third party platform, is negotiating with Alibaba, Taobao.

At present, settling in the third-party e-commerce platform is the main way of online trading of agricultural products, which is conducive to cost saving. However, agricultural product sales with the help of e-commerce platform is a "threshold". Han Hao, director of Boxing County Agricultural Bureau of Shandong Province, said that Boxing County has two Taobao villages, Wantou Village and Gujia Village, which can realize a turnover of about 400 million yuan a year. Farmers open online stores on e-commerce platforms and pay fees after the free period expires. "Our primary agricultural products have a relatively low added value and do not have such a large profit margin. Moreover, if sales don't improve after a few months of trial operation, they might be kicked out." For this reason, he raised a question: "Can multiple places cooperate to build a regional agricultural products e-commerce trading platform, so that farmers can open stores free of charge?"

Niu Xiangyong, director of Agricultural Bureau of Juye County, Heze City, Shandong Province, believes that once the agricultural product quality problems occur after the agricultural department builds its own platform, it is easy to have unclear rights and responsibilities. Tibetan people believe that e-commerce is a market behavior. There are some disadvantages in the early stage, which need to be restrained and supervised. Under the condition that the development of agricultural products e-commerce is still immature, it is suggested that the government should participate in the supervision and overall planning in the early stage.

Li Tiehu, director of Changli County Agricultural Bureau of Hebei Province, proposed that the agricultural department should do a good job in the preliminary work, such as brand support,"three products and one standard" construction, etc.,"the added value of agricultural products is low, its profits are not too high, in this respect the agricultural department should support more, we are in charge of production, management products, should not participate in sales too much."

Indeed, in the process of developing e-commerce of agricultural products, the problems that the market can solve should be handed over to the market, and the government should make good planning, formulate rules and consolidate the foundation for the development of e-commerce of agricultural products. However, how to "borrow a ship to go to sea" in the use of e-commerce platforms is indeed a problem to be considered from the central government to the local government. Last year, the Ministry of Agriculture discussed cooperation matters with Alibaba, Jingdong Mall and other large e-commerce enterprises, carried out strategic cooperation on establishing a data sharing mechanism, strengthened the construction of agricultural product trading standards, quality traceability and integrity system of business entities, strengthened the publicity of government information such as agricultural product certification and quality inspection, supported and guided various industry associations to carry out offline agricultural product marketing organization work, and carried out e-commerce application skills training. This may provide some ideas for local agricultural departments to grasp the e-commerce work of agricultural products.
