Ministry of Agriculture and National Tourism Administration deploy National Leisure Agriculture and Rural Tour

Recently, the Ministry of Agriculture and the National Tourism Administration jointly issued a notice to deploy the establishment of national leisure agriculture and rural tourism demonstration counties and demonstration sites. The Circular makes it clear that 35 leisure agriculture and rural tourism demonstration counties and 100 demonstration sites will be established in 2015, to further explore the laws of the development of leisure agriculture and rural tourism, sort out the development ideas, establish development models, optimize the development environment, and guide the sustained and healthy development of leisure agriculture and rural tourism throughout the country.

The Circular points out that in the process of establishment, all localities should aim at promoting the integration of primary, secondary and tertiary industries, promoting the coordinated development of production, life and ecology, developing various functions of agriculture, and excavating traditional agricultural culture. to promote the employment and income of farmers and meet the consumption of urban and rural residents as the core, to standardize and promote the development of leisure agriculture and rural tourism as the focus. Adhere to the principles of the combination of demonstration creation and demonstration drive, government guidance and social participation, system development and outstanding features, facility transformation and quality improvement. Through demonstration, we will speed up the cultivation of a number of national leisure agriculture and rural tourism demonstration counties with excellent ecological environment, great industrial advantages, good development momentum and strong demonstration drive, as well as a number of demonstration sites for industrialization, operation characteristics, management standardization, product brand and service standardization.

The Circular points out that the establishment of a county should have the necessary conditions for the development of leisure agriculture and rural tourism, such as resource endowment, location advantages, industrial characteristics, and human history, and leisure agriculture and rural tourism have become the leading industries of the county economy. and scientific planning, sound support policies, sound working system, standardized industry management, complete basic conditions, outstanding industrial advantages, and remarkable development results. The demonstration sites created should play a strong demonstration and driving role, with standardized management, perfect service functions, sound infrastructure and good development and growth.

The Circular requires the administrative departments in charge of leisure agriculture and tourism at all levels to evaluate in accordance with the conditions for the creation of the notice, highlight the exemplary and leading role of demonstration counties and demonstration sites, strictly enforce relevant work procedures, and strictly control the number of applications. At the same time, publicity and guidance should be strengthened for the identified demonstration counties and demonstration sites within their jurisdiction.
