The overall size of the ocean-going fleet and the output of ocean-going fishery are in the forefront of the world, the equipment level has been significantly improved, and the industrial structure has been optimized day by day. China has begun to make steady progress from a big ocean-going fishing country to a powerful country. " Yu Kangzhen, vice minister of agriculture, said at the forum.

On March 10, 1985, an ocean-going fishing fleet composed of 13 fishing vessels of China Fisheries Corporation went to work on fishing grounds in the Atlantic and West African waters, which opened a glorious page in the history of China's ocean-going development. At present, China has more than 2000 ocean-going fishing vessels operating in the exclusive economic zones of 40 countries and the high seas of the Pacific Ocean, Indian Ocean and Atlantic Ocean.

The development capacity of marine resources on the high seas can best reflect the comprehensive strength of a country's offshore fishery. According to the statistics of the Ministry of Agriculture, the proportion of China's high seas fishery production in China's total offshore fishery production reached 65 percent in 2014, more than four times that of 2000. At present, the scale and output of squid fishing fleet on the high seas in China ranks first in the world, the number of tuna longline fishing vessels and tuna production rank in the forefront of the world, the number and production capacity of professional saury vessels have stepped into the global advanced ranks, and important progress has been made in the development of Antarctic krill resources.

"the development of offshore fishing in China has broken the situation that the resources of the high seas have been monopolized by developed countries for a long time. It plays an important role in improving the level of China's fishery machinery and equipment and meeting the consumption needs of the Chinese people. " Liu Shengli, chairman of China Agricultural Development Group, said.

Experts also pointed out that due to the late start, there is still a certain gap compared with Japan, Sweden, the United States and other ocean-going fishing powers in terms of equipment level, mode of operation, and resource detection capability.

Offshore fishery has become an important field of resource utilization in big fishery countries in the world. It is estimated that marine fish can meet the protein needs of about 30 billion people under reasonable development. The resource reserves of Antarctic krill alone are more than 1 billion tons, and the scientific and reasonable annual catch can reach nearly 100 million tons, which is equivalent to the total annual catch of marine aquatic products in the world.
