Recently, the Ministry of Finance has notified the provincial financial departments (including bingtuan and land reclamation) in advance of the target of 13.69 billion yuan for the first batch of agricultural machinery purchase subsidy funds from the central government in 2012. In order to ensure the timely implementation of the policy after the guidance on the implementation of subsidies for the purchase of agricultural machinery in 2012 is determined, please do a good job in the classification and classification of subsidized machinery and equipment and determine the amount of subsidies in advance, and the relevant matters are hereby notified as follows:

I. continue to implement the quota subsidy

In 2012, the subsidy funds for the purchase of agricultural machinery will continue to be fixed subsidies, and the same type and grade of agricultural machinery will be subject to a unified subsidy standard in the province. The national general-purpose machinery (see Annex 1 for details) shall be uniformly classified and determined by the Ministry of Agriculture, while the provinces (autonomous regions, municipalities, bingtuan and land reclamation) shall be responsible for the classification and determination of the subsidy.

II. Scientific classification and classification

The reasonable and accurate classification and classification of subsidy equipment is the premise and basis of scientifically determining the subsidy amount, and it is also the key link to reflect the fairness and impartiality of the subsidy policy. The provincial departments in charge of agricultural mechanization should, on the basis of conscientiously summing up the implementation experience in recent years and extensively listening to the opinions of all parties, in accordance with the principle of "scientific, reasonable, accurate and intuitive", according to the intuitive and discernible items and parameters such as structural form, function and working ability of machinery and tools, and further improve the classification and classification method of subsidized machinery for the purchase of agricultural machinery. On this basis, the non-general subsidy machines and tools within the scope of subsidies in the province (autonomous region, city, bingtuan, land reclamation) are classified and classified.

Third, reasonably determine the amount of subsidy

In view of the unreasonable subsidy for some subsidized products in some places this year, the competent departments in charge of agricultural mechanization at the provincial level should, in accordance with the principle of "low but not high", scientifically and reasonably determine the subsidy amount for all kinds of machinery and tools in 2012. The calculation of the subsidy amount cannot be based on the quotation of the enterprise. it is necessary to accurately grasp the market sales prices of all kinds of products in the province by conducting a survey on the market sales of subsidized machinery and equipment. on the whole, the subsidy amount is calculated on the basis of no more than 30% of the average market price of the same kind of equipment last year.

According to the needs of structural adjustment and layout optimization of local agricultural machinery and equipment, various localities can appropriately reduce the subsidy for the types of machinery that tend to be saturated or where farmers are highly motivated to buy.

Fourth, do a good job in the connection between the list of subsidies for the purchase of agricultural machinery and the catalogue of products supporting and popularizing.

Starting from 2012, all provinces (autonomous regions, municipalities, bingtuan, land reclamation) should replace the catalogue of subsidized products for the purchase of agricultural machinery with a list of subsidies for the purchase of agricultural machinery (see Annex 2). The manufacturer and product model of the specific subsidized machinery and equipment are no longer clearly indicated in the list. There are no more production enterprises and models in the confirmation of subsidy indicators, but only the name of the items of machinery and equipment and the amount of subsidy. In 2012, all provinces will use the national unified agricultural machinery purchase subsidy management software system. All products within the scope of subsidies and included in the catalogue of national and provincial support promotion are eligible for subsidies. In order to facilitate operation, each province should timely do a good job in the connection between the list of subsidies for the purchase of agricultural machinery and the catalogue of supporting and popularizing products, and the list of subsidies at the two levels of the control department and the province. after adding the subsidy amount to the national and provincial support catalogue products one by one, it will be introduced into the national agricultural machinery purchase subsidy management software system.

From the height of in-depth implementation of the party's policy of strengthening agriculture and benefiting farmers, all provinces should fully understand the importance of determining the amount of agricultural machinery subsidies, strengthen leadership, implement responsibilities, and do a good job in all relevant work. It is necessary to conscientiously organize and start as soon as possible, strive to complete the classification and classification of subsidies for machinery and tools and determine the amount of subsidies by mid-December 2011, and publish to the public a list of subsidies for the purchase of agricultural machinery before the end of December, to ensure that subsidies for the purchase of agricultural machinery can be fully implemented at the beginning of 2012.
