The main reasons why farmers have concerns are: first, the expectation of land is too high. In recent years, national grain prices have risen for many years in a row, coupled with the current high degree of mechanization of crop planting and harvest, farmers generally have high expectations of land, and many farmers are reluctant to transfer. Second, the circulation price is different. At present, there is no clear guidance on the price of rural land transfer around the country, and farmers do not know how much money to transfer the land out is reasonable. The third is the lack of guarantee mechanism. In many places, the transfer of land management rights is only a short-term behavior between households, some even oral agreement, the transfer time, business scope is not clearly defined, there are hidden dangers of disputes.

In view of these concerns of farmers, first of all, we should respect the wishes of farmers and let them feel at ease. Whether the land is transferred or not, and in which form, we should adhere to the principle of equal consultation and paid transfer, which should be decided by farmers themselves.

Secondly, adhere to the policy principles to ensure the standardized circulation of land. Farmers have concerns about land transfer, which can not simply be attributed to the backward concept of farmers. Before farmers can not get a higher level of employment and social security, the government should seriously and carefully do a good job of planning and guidance, system improvement, publicity and guidance.

Thirdly, strengthen the management and service of land transfer. Establish land transfer management institutions, coordinate and deal with relations in all aspects; improve the transfer mechanism of land management, study and formulate a unified transfer contract; form a price formation mechanism and compensation mechanism for rural land transfer; improve the risk protection mechanism of land transfer; establish a dispute mediation system for rural land contract management, strengthen dispute arbitration and mediation, resolve land transfer disputes in time, and protect the legitimate rights and interests of both sides of the contract.
