Introduction to the event:

Agricultural land capable of producing food is the basis for the development of rural areas, agriculture and farmers, but under the long-standing thinking of heavy industry over agriculture, the market value and social contribution of agriculture have been suppressed for a long time, coupled with the profiteering of agricultural land, urban expansion and illegal occupation of factories, forcing more people to abandon their fields and leave agriculture, according to the recommendation on Agricultural Policy and Science and Technology Research made by Academia Sinica in 2012. About 45, 000 hectares of arable land has been lost in Taiwan in the past 10 years, equivalent to losing 4500 hectares a year.

In the face of the substantial loss of core cultivated land year after year, the National Land Plan launched in 2016 is expected to re-zoning the land function, limiting the flexibility of land case changes and forward-looking spatial development and growth management strategies. to preserve enough excellent agricultural land for the next generation of Taiwan, but the division of land function zoning also affects the most sensitive land interests and urban industrial and commercial development space in local politics. And this has always been the biggest obstacle to the rational and legal use of land. Can the ideal of the land plan really be achieved?. What are the restrictions? Or what kind of social assistance do you need?

These questions are answered by Professor Lai Zongyu of the Department of Lands of National Chengchi University, who is currently the expert and scholar member of the Land Planning Review Council of the Ministry of the Interior, ─, who is the speaker of this discussion.
