Pesticide industry policy

Pesticides are important means of agricultural production and relief materials, which play an indispensable role in preventing and controlling agricultural pests, ensuring a bumper harvest, improving the quality of agricultural products, ensuring food security, and controlling pests in health, industry and other related fields. After more than half a century of development, the production capacity and output of pesticides in China have been in the forefront of the world, which can not only meet the needs of domestic agriculture and related fields, but also become an important global pesticide production and export country. However, in the rapid development of pesticide industry, there are some problems, such as serious repeated construction, overcapacity, prominent structural contradictions in the industry, chaotic management order and so on, which affect the sustainable development of pesticide industry.

In order to speed up the adjustment of the industrial structure of the pesticide industry, enhance the ability of pesticides to ensure agricultural production and food security, and guide the sustained and healthy development of the pesticide industry, this policy is formulated in accordance with the relevant laws and regulations of the state.

Chapter I Policy objectives

Article 1 to ensure the ecological safety of agricultural production and the environment. Through the formulation and implementation of policies, we will improve the ability of pesticides to guarantee the production of grain and other crops, ensure the quality and safety of agricultural production and agricultural products, ensure environmental and ecological security, and promote the sustained and healthy development of the pesticide industry.

Comprehensively weigh the relationship between domestic and foreign demand, economic benefits and society, resources, environment, etc., adhere to the principle of timely, moderate and orderly development, curb the blind expansion and repeated construction behavior of pursuing local interests, neglecting resource consumption, and causing environmental pollution, strictly control the total scale of pesticide production, and change the development mode of pesticide industry from quantitative expansion to qualitative improvement.

The third is to optimize the layout. To promote the reasonable positioning and coordinated development of pesticide industry in various regions. Vigorously promote industrial agglomeration, speed up the concentration of pesticide enterprises to professional parks or chemical agglomeration areas, reduce production dispersion and reduce point source pollution. By 2015, the number of pesticide raw drug enterprises striving to enter the chemical concentration areas will reach more than 50% of the total number of pesticide raw drug enterprises in the country, and more than 80% in 2020.

Article 4 accelerate the adjustment of organizational structure. Vigorously promote the merger and reorganization of enterprises, improve industrial concentration, optimize the industrial division of labor and cooperation, promote the original drug enterprises as the leader, and establish a sound industrial chain cooperation relationship. To promote the pesticide industry to be intensive, large-scale, professional and characteristic. By 2015, the number of pesticide enterprises will be reduced by 30%. The sales of the top 20 pesticide enterprise groups in China will reach more than 50% of the country's total sales, and more than 70% in 2020.

Article 5 to speed up the upgrading of technology and equipment. Strict production access, strengthen technological transformation, and improve the application level of new technologies and automation in the industry. By 2015, automatic control will be realized in preparation processing and packaging; 70% of bulk bulk pharmaceutical products will be automated and equipped with large-scale equipment, reaching more than 90% in 2020.

Article 6 the innovation capability of enterprises shall be improved. We will further consolidate the foundation for innovation, improve the existing pesticide innovation system and mechanism, strengthen the orientation of intellectual property rights, and promote the transformation of pesticide innovation from state-led to enterprises or the combination of industry, university and research. By 2015, the top 10 pesticide enterprises in China will establish a relatively perfect innovation system and matching intellectual property management system, and the expenditure on innovation and R & D will reach more than 3% of their sales revenue and more than 6% in 2020.
