A national teleconference on deepening the comprehensive reform of supply and marketing cooperatives was held in Beijing on the afternoon of the 2nd. Vice Premier Wang Yang attended the meeting and delivered a speech. He stressed that it is necessary to conscientiously implement the decision of the CPC Central Committee and the State Council on deepening the Comprehensive Reform of supply and Marketing Cooperatives, closely centering on the overall situation of the work of "agriculture, rural areas and farmers", and taking the close connection with the interests of farmers as the core. To enhance the ability to serve farmers as the fundamental, adhere to the direction of socialist market economic reform, and further promote the system reform and mechanism innovation of supply and marketing cooperatives. We will promote supply and marketing cooperatives to play a greater role in agricultural modernization.

Wang Yang stressed that serving "agriculture, rural areas and farmers" is the foundation and survival foundation of supply and marketing cooperatives, and supply and marketing cooperatives should give priority to serving farmers. We will promote the extension of supply and marketing cooperatives from circulation services to full-process agricultural socialization services, to all-round urban and rural community services, and speed up the formation of a comprehensive, large-scale and sustainable service system for agriculture. It is necessary to speed up the transformation of grass-roots co-operatives, adopt cooperative system, joint-stock cooperative system, and other forms through various channels such as labor cooperation, capital cooperation, and land cooperation, extensively absorb farmers and all kinds of new types of agricultural operators into the co-operatives, and constantly strengthen the organizational and economic ties between supply and marketing cooperatives and farmers. It is necessary to strengthen the joint cooperation of supply and marketing cooperatives at all levels, further straighten out the relationship between social enterprises, and build an industry guidance system led by joint agency organs and a business service system supported by enterprises. All localities and relevant departments should strengthen organizational leadership, clarify reform tasks, implement support policies, and carefully organize and implement them, so as to ensure the smooth progress of reform.
