Wang Yang: changing the Development Mode of Offshore Fisheries to promote China from Offshore fishing

On the morning of March 30, the 30-year symposium on China's offshore fishing industry was held in Beijing. Vice Premier Wang Yang attended the meeting and made an important speech. Vice Minister Yu Kangzhen said that China's offshore fishing industry started in 1985 and has made great achievements after 30 years of development. In 2014, the total output and output value of offshore fishing reached 2.03 million tons and 18.5 billion yuan respectively, with more than 2460 ocean-going fishing vessels operating, with a total power of nearly 1 million kilowatts. The overall size of the fleet and offshore fishery production are among the highest in the world. The overall equipment level of ocean-going fishing vessels has been significantly improved and the modern professional and standardized ocean-going fishing fleet is beginning to take shape. The operating area has expanded from several West African countries to the exclusive economic zones of 40 countries and regions, as well as the Pacific, Indian Ocean, Atlantic high seas and Antarctic waters. China has successively established fishery cooperation relations with many countries such as Asia, Africa, South America and Pacific island countries, signed fishery cooperation agreements and agreements with more than 20 countries, and joined eight inter-governmental international fisheries organizations. it has realized the smooth development of China's offshore fishery under the existing international fishery management pattern.

In his speech, Vice Premier Wang Yang stressed that it is necessary to actively adapt to the new situation of economic and social development and opening up to the outside world, change the mode of development of offshore fisheries, speed up the construction of a modern offshore fishery industry system with reasonable layout, excellent equipment, perfect supporting facilities, standardized management, and strong support, enhance its comprehensive strength and international competitiveness, and promote China's transformation from a large offshore fishery country to an offshore fishery power.

Wang Yang pointed out: over the past 30 years, China's offshore fishing industry has made achievements that have attracted worldwide attention from scratch, from small to large, and from weak to strong. It has made important contributions to enriching China's supply of aquatic products, increasing fishermen's income, promoting international agricultural exchanges and cooperation and trade in agricultural products, and safeguarding the country's marine rights and interests. In the new stage of the transformation and pattern adjustment of the world offshore fishery industry, it is necessary to enhance the strength of enterprises and the comprehensive benefits of the industry as the main focus, and actively cultivate and strengthen modern offshore fishing enterprises. we will promote the integration and integrated development of the fishing, processing and logistics industries, and strive to create a number of well-known enterprises and product brands of China's offshore fishing industry. It is necessary to conscientiously implement and improve various policies to support the offshore fishing industry, transform the offshore fishing industry with modern material conditions, science and technology, and upgrade the offshore fishing industry with modern business concepts and management means. It is necessary to strengthen safety education and management and establish a good image of China as a responsible fishing country.

Minister Han Changfu put forward three requirements for implementing the spirit of Vice Premier Wang Yang's speech and meeting: first, it is necessary to do a good job in industry guidance services.
