143.4 billion of the agricultural subsidies allocated by the central government focus on new-type operation.
Chinanews.com, April 7-according to the website of the Ministry of Agriculture, recently, the Ministry of Finance and the Ministry of Agriculture allocated 143.4 billion yuan in three funds: comprehensive subsidies for agricultural materials, direct subsidies for grain farmers, and subsidies for improved varieties of crops, and required that 20 per cent of the comprehensive subsidy funds allocated by the central government be adjusted, together with pilot funds for large grain growers and incremental subsidy funds, to support moderate scale operation of grain as a whole.
The Ministry of Finance and the Ministry of Agriculture will carry out adjustment and improvement of agricultural subsidy policies and pilot implementation. The state's overall support to farmers has not been reduced, but the subsidies for farmers with different grain planting scale and mode of operation have been adjusted. Focus on the appropriate scale of grain operation of the main body, in different ways to encourage different forms of moderate scale operation.
The Ministry of Finance and the Ministry of Agriculture require all provinces (autonomous regions, municipalities directly under the Central Government, and cities separately listed on the State plan) to adjust 20% of the funds allocated by the central government for comprehensive subsidies for agricultural materials, plus pilot funds for large grain growers and incremental funds for subsidies, as a whole, it is used to support the appropriate scale operation of grain. Emphasis will be placed on new business entities such as large grain growers, family farms, farmers' specialized cooperatives, and agricultural socialized service organizations. All localities should adopt effective ways such as agricultural credit guarantee, discount, direct cash subsidy, and major agricultural technology extension subsidies in accordance with local conditions, to support new operators to solve the problems of difficult and expensive financing in moderate scale operation of grain, to improve the intensification and socialization of grain production, and to change the development mode of grain production.
The Ministry of Finance and the Ministry of Agriculture will issue guidance in the near future to guide all localities to adjust and improve agricultural subsidy policies. This year, the Ministry of Finance and the Ministry of Agriculture will also select some cities and counties in five provinces, including Anhui, Shandong, Sichuan, Hunan and Zhejiang, to carry out pilot reforms of agricultural subsidies.
