The circular makes it clear that with the adjustment and improvement of the agricultural subsidy policy this time, the state's overall support to farmers has not been reduced, but the subsidies for farmers with different grain planting scales and modes of operation have been adjusted, with emphasis on the main body of moderate scale operation of grain. Different forms of moderate scale operation are encouraged in different ways. The Ministry of Finance and the Ministry of Agriculture require all provinces (autonomous regions, municipalities directly under the Central Government, and cities separately listed on the State plan) to adjust 20% of the comprehensive agricultural subsidy funds allocated by the central government, plus pilot funds for large grain growers and incremental subsidy funds. as a whole, it will be used to support moderate-scale grain operation, with emphasis on new business entities such as large grain growers, family farms, farmers' specialized cooperatives and agricultural socialized service organizations. The two ministries will issue guidance in the near future to guide all localities to adjust and improve agricultural subsidy policies.

The circular requires all localities to speed up the allocation of subsidy funds in accordance with policy requirements and management regulations, and promptly redeem the funds directly subsidized to farmers as soon as possible. In line with local conditions, effective methods such as agricultural credit guarantee, discount, direct cash subsidy and major agricultural technology extension subsidies should be adopted to support new operators to solve the problems of difficult and expensive financing in grain operation on an appropriate scale, improve the level of intensification and socialization of grain production, and change the mode of development of grain production.
