Permanent basic farmland demarcation tasks in 106 key cities issued

The "circular" requires that all relevant cities, in accordance with the preliminary tasks assigned this time, step up efforts to carry out investigation, verification and proof, so as to ensure that all high-quality arable land and high-standard farmland that have been built around the city are included in the task of delineating permanent basic farmland. After the results of proof verification have been examined and approved by the competent departments of land and resources and agriculture at the provincial level, they will be submitted to the two departments before the end of May 2015, and the two departments will demonstrate, approve and issue the task of delineating permanent basic farmland around key cities. On this basis, all relevant cities should promote the work of "landing plots, clear responsibilities, setting up signs, building list books, and entering the map database" of permanent basic farmland, so as to ensure full completion by the end of 2015.

The "Circular" stresses that all localities should simultaneously carry out the delimitation of permanent basic farmland around other cities (towns). The competent departments of land, resources and agriculture at the provincial level should make reference to the analysis and evaluation methods of the two departments for 106 key cities and verify the requirements for proof, and do a good job in assigning the tasks of other cities with districts, at the same time, guide and urge these cities with areas to promote the delimitation of permanent basic farmland around the cities (towns) under their jurisdiction. Each province (autonomous region and municipality) shall make a statistical summary of the issuance of preliminary tasks, local verification of proof, and approval of tasks within its own administrative area, and report to the two departments before November 30, 2015.

The Circular proposes that the completion of the delineation of permanent basic farmland around 106 key cities will be included in the inspection and assessment of provincial governments' responsibility for cultivated land protection. The two departments will supervise and inspect the delineation of permanent basic farmland in various localities, regularly report the progress of the work, hold on-site exchange meetings in due course, sum up and promote local experiences and practices, and play an exemplary and leading role. The competent departments of land and resources and agriculture at the provincial level should strengthen supervision and guidance, sum up, publicize, and popularize typical experiences in a timely manner.

In addition, the Circular focuses on the relationship between the delineation of permanent basic farmland and the adjustment and improvement of the overall land use planning and the delimitation of urban development boundaries.

The notice requires that the delineation of permanent basic farmland should be coordinated with the adjustment and improvement of land use planning: before the planning adjustment is perfected, it should adopt a top-down approach, in accordance with the tasks and requirements approved and assigned by the higher authorities, first complete the delineation of permanent basic farmland around cities (towns) to ensure that high-quality farmland and built high-standard farmland around the city and along transportation lines are first designated as permanent basic farmland. If it is not completed in accordance with the requirements, the examination and approval (for the record) of the results of planning adjustment and improvement shall not be accepted. After the planning has been adjusted and improved, a bottom-up approach has been adopted, in accordance with the requirements of basically stable layout, no reduction in quantity and improvement in quality, and in accordance with the order of space from near to far, cultivated land quality and soil fertility grade from high to low, the permanent basic farmland outside the periphery of the city is delineated in a timely manner to ensure that all the basic farmland protection targets and tasks in the city (county) region are put into storage and landed on the household map after adjustment and improvement.
