Recently, with the theme of "strictly enforcing the Party's political discipline and political rules," the State Grain Administration organized the collective study of the theoretical study center of the party group in the first quarter of 2015 in three stages. The meeting demanded that political discipline and abiding by political rules are not empty slogans, but should be embodied and implemented in daily work practice. At present, the overall situation should focus on doing a good job in four aspects: first, we should solidly carry out the educational campaign on the theme of "stressing political discipline and abiding by political rules." It is necessary to closely integrate the "three strict and three solid" educational activities of party members and cadres, and take this collective study of the central group of the party leading group of the bureau as the starting point, and it will take about three months to organize a special study and education campaign on "stressing political discipline and abiding by political rules" in all party committees and party branches directly under the overall situation. Second, it is necessary to strictly implement the central government's decision-making and deployment of grain work and the policy of grain collection and storage to benefit farmers. It is necessary to implement the state's grain collection and storage policy and the central policy of benefiting farmers in an out-of-the-way manner as political discipline and political rules that the grain industry must strictly adhere to. Third, we must strictly adhere to administration according to law, manage grain according to law, and act in accordance with the law. We should earnestly ensure that "the law cannot be done without authorization, and the legal duties must be". No unit or individual is allowed to establish rights outside the law, and resolutely avoid the act of "having the right to be wayward." We should not only resolutely prevent the phenomenon of laziness, failure to act as officials, and dare not take responsibility, but also resolutely prevent violations and ultra vires, and strictly act in accordance with procedures and rules. It is necessary to comprehensively establish an accountability system for supervising and handling "key work accounts", clarify work responsibilities, strengthen daily assessment, and improve work efficiency. Fourth, it is necessary to strictly implement the newly formulated "rules for the work of the Party Group of the Bureau" and the "rules for the work of the State Grain Administration."
