On April 8, 2015, the fourth training course for agricultural directors of key counties of horticultural crops (apples) was held in the branch of Northwestern University of Agriculture and Forestry, Management cadre College of the Ministry of Agriculture. Yu Xinrong, vice minister of the Ministry of Agriculture, attended the opening ceremony and delivered a keynote speech.

Yu Xinrong pointed out that modern fruit industry is an important part of modern agriculture, and speeding up the construction of modern fruit industry, as an important supplement to ensure national food security, will effectively lead the transformation of the mode of agricultural development, promote the competitiveness of agriculture, and support the construction of ecological civilization, which will play a vital role in achieving the goal of building a well-off society in an all-round way. Fully understand the importance and urgency of speeding up the construction of modern fruit industry, enhance the level of science and technology and industrialization of fruit industry, promote the quality and efficiency of fruit industry, and make new contributions to building a well-off society in an all-round way.

Yu Xinrong stressed that in order to realize the great-leap-forward development of the traditional fruit industry to the modern fruit industry, it is necessary to establish the "three concepts" of safety, efficiency and green. to grasp the "five requirements" of production intensification, layout regionalization, service socialization, management industrialization and marketing networking, and to construct the "three major systems" of modern fruit industry industry system, production system and management system, we should focus on five tasks: first, to strengthen planning and guidance. We will speed up the construction of superior industrial belts. In accordance with the requirements of suitable species in suitable areas, industry-driven and ecological environmental protection, guide resources, funds and technology to concentrate to the advantageous fruit producing areas, and create a number of fruit industrial belts with high yield and high efficiency, resource conservation and ecological environmental protection. The second is to promote scientific and technological innovation and raise the level of production technology. Organize scientific research institutions to jointly tackle key problems, speed up the selection of a number of high-yield, high-quality and multi-resistant new varieties, develop fruit production machinery, assemble supporting cultivation techniques, promote seed industry innovation and agronomic integration, and use modern information technology to implement the standardization of orchard production and the informationization of management. The third is to promote the convergence of production and marketing and raise the level of industrialization. Relying on the national fruit wholesale market, we should strengthen the construction of wholesale markets with characteristic producing areas according to local conditions; promote the convergence and smooth circulation of fruit production and marketing through market guidance and exhibition and promotion; and regularly issue a catalogue of famous, special, excellent and new agricultural products, cultivate a number of self-owned fruit brands with good quality, loud calls and high share. The fourth is to promote mechanism innovation and enhance the degree of organization. Speed up the cultivation of new business entities, promote large-scale operation and standardized production, speed up the construction of a new social service system, and encourage and support specialized business service organizations to better serve the development of modern fruit industry. Fifth, promote the prevention and control of diseases and pests and improve the level of production safety. Strengthen the management of fruit tree seedlings, increase the supply of healthy seedlings, reduce the risk of diseases and insect pests; through timely monitoring and effective control, intercept the invasion of pests and control the spread of pests; in areas where pests are more serious, resolutely remove and treat infected plants innocuously to reduce the source of infection in the field.

From the apple advantage belt of Bohai Bay and Northwest Loess Plateau, the directors of agriculture (fruit industry) of Shandong, Shaanxi and other 8 provinces and regions and the system cadres of the Ministry of Agriculture, a total of 110 people participated in this period of training.
