The Ministry of Agriculture and the Shanghai Municipal Government have organized the development of Shanghai Duan Qing in the Yangtze River area.

On April 9, the joint law enforcement action to clean up and crack down on illegal fishing in the Shanghai section of the Yangtze River was launched in Shanghai. Yu Kangzhen, vice minister of the Ministry of Agriculture, and Zhang Endi, vice chairman of the Shanghai CPPCC, attended the launching ceremony.

The joint law enforcement action was organized and launched by the Ministry of Agriculture and the Shanghai Municipal Government. More than a dozen units, including maritime police, maritime, public security, waterway and other relevant departments stationed in Shanghai, Shanghai relevant departments and local governments, Jiangsu Provincial Marine and Fisheries Bureau, Zhejiang Marine and Fisheries Bureau, and so on, concentrated and deployed more than 20 law enforcement vessels and more than 200 law enforcement officers to participate in the operation. The joint law enforcement action lasted nearly three months from April 9 to June 30, during the 2015 Yangtze River fishing ban period. the main task objective is to clean up and ban all kinds of prohibited fishing gear in the waters, such as deep-water net, three-layer Gill net, net insert net, eel seedling net, and so on, and investigate and deal with the illegal fishing behavior of "three nots" vessels in accordance with the law.

In order to severely crack down on illegal fishing, the Ministry of Agriculture has continuously organized special clean-up and rectification operations since 2013. with the close cooperation and joint efforts of relevant departments at all levels, the national clean-up and rectification work has achieved phased results. a large number of prohibited fishing gear have been cleared and destroyed, and the relevant standard and regulatory system and long-term management mechanism have also been gradually improved. However, driven by economic interests, different forms of "isolated nets" are widely used in specific waters and specific periods of time in some places, and the phenomenon of illegal fishing with prohibited fishing gear and "three no" vessels is relatively common. it has caused serious harm to aquatic biological resources, the situation of clean-up and renovation is still grim, and the task is still arduous.

The joint law enforcement action, codenamed "Operation Qingjiang", is intended to carry forward the spirit of "hammering nails", clean up and ban illegal stocks, effectively curb illegal fishing in this section of the river, effectively protect fishery resources and ecological security, vigorously promote the construction of harmonious fishing areas and ecological civilization, protect running waters and mountains, and ensure the long flow of clear water. In the future, the Ministry of Agriculture will continue to sum up and improve the work experience of large-scale joint law enforcement operations, and organize similar joint law enforcement actions irregularly in key areas and waters with frequent occurrence of violations of laws and regulations according to public reports, public opinion reflection and work supervision and inspection. promote the solution of outstanding and difficult problems in management, and on this basis continue to improve the normal long-term mechanism We will earnestly promote the conservation of aquatic resources and the building of ecological civilization in water areas.
