Zhang Taolin stressed: relying on reform and innovation to promote agricultural science and technology educators

On April 8-9, the National working Conference on Agricultural Science, Technology and Education was held in Beijing. Zhang Taolin, vice minister of the Ministry of Agriculture, stressed at the meeting that agricultural departments at all levels and agricultural scientific research and teaching units at all levels should thoroughly implement the strategic layout of the "four comprehensive aspects" and earnestly unify their thinking and actions with the central decision-making and deployment. We should clearly define the direction and fundamental objectives of the development of agricultural science and technology, strengthen institutional innovation, strengthen work measures, intensify work efforts, and constantly push agricultural science, technology and education to a new level.

The meeting pointed out that the national agricultural science and education system has conscientiously implemented the central decision-making and deployment, comprehensively implemented the innovation-driven development strategy, and made positive progress in improving the system and mechanism, improving innovation capability, and enhancing service efficiency. The contribution rate of agricultural scientific and technological progress reached 56%, the comprehensive mechanization level of crop cultivation and harvest exceeded 61%, the grain yield per mu increased to 359 kg, and the contribution rate of varieties to the increase of per unit yield reached 43%. It has strongly supported the national food security and the sustainable development of agriculture.

The meeting pointed out that it is necessary to accurately grasp the new situation and new requirements for speeding up the progress of agricultural science and technology. The first is to implement the innovation-driven development strategy and put forward new requirements for agricultural science and technology; the second is to promote the "transformation of agricultural mode and structure" and put forward new requirements for agricultural science and technology; and the third is to improve the efficiency of agricultural science and technology innovation. put forward new expectations for the reform of agricultural science and technology management.

The meeting stressed that it is necessary to comprehensively implement the central plan for scientific and technological reform, transform the government's scientific and technological management functions, and promote innovation in agricultural scientific and technological management and innovation in systems and mechanisms. At present, it is necessary to focus on the formulation of the 13th five-year Plan for agricultural science and technology, the research on major needs of agricultural science and technology, and the building of agricultural science and technology innovation alliances. We will make every effort to tackle key problems and speed up independent innovation in agricultural science and technology, focusing on a number of breakthrough scientific and technological achievements in the fields of biological breeding, intelligent agriculture, machinery and equipment, and ecological and environmental protection. In order to innovate the mechanism and speed up the transformation and application of agricultural scientific and technological achievements, we should focus on strengthening the construction of the agricultural technology extension system at the grass-roots level. we will speed up the construction of the national agricultural science and technology transfer service center, the national agricultural science and technology innovation and integration demonstration base and the national agricultural science and technology service cloud platform. We will improve the system, vigorously cultivate a new type of professional farmers, focus on implementing the new professional farmer training project and the modern young farmer plan, and explore and improve the new professional peasant cultivation system of "trinity, three types of coordination, and three levels of integration". To cure both the symptoms and root causes and further promote the protection of the agricultural ecological environment, we should focus on the goal and task of "one control, two reductions and three basic", do a good job in the prevention and control of soil pollution and agricultural non-point source pollution, promote the transformation and upgrading of rural biogas projects and the comprehensive utilization of straw, and strive to create a number of "beautiful villages."
