The goal of a well-off society in an all-round way should not just be reduced to a limited index.

In recent years, in order to evaluate the achievements of building an all-round well-off society and measure the distance between building a well-off society in an all-round way and building a well-off society in an all-round way, some research institutions have put forward an all-round well-off index system. The answer is no. Combing the process of putting forward the goal of a well-off society in an all-round way, it is not difficult to see that the goal of a well-off society in an all-round way is both quantitative and qualitative, with rich connotations. In the new century, after our people's life has reached a well-off level on the whole, the 16th CPC National Congress established the goal of building a well-off society in an all-round way. It is clear that it is "the goal of all-round economic, political and cultural development of socialism with Chinese characteristics" and "it is a connecting link between the preceding and the next" to realize the third-step strategic goal of modernization. Centering on the economic, political, cultural and social construction of socialism with Chinese characteristics, the 17th CPC National Congress put forward new requirements for realizing the goal of building a well-off society in an all-round way. The 18th CPC National Congress further defined the new requirements of building a moderately prosperous society in an all-round way, namely, sustained and healthy economic development, continuous expansion of people's democracy, significant enhancement of cultural soft power, and overall improvement of people's living standards. great progress has been made in building a resource-saving and environment-friendly society. It can be seen that the essence of a well-off society in an all-round way is the phased goal of China's modernization, covering the "four modernizations" of industry, agriculture, national defense, science and technology, and reflecting the "five-in-one" general layout of building socialism with Chinese characteristics. Among the five aspects, some can be quantified, such as economic and social goals, and some are difficult to quantify, such as political and cultural goals. Therefore, the all-round well-off goal is the combination of quantitative goal and qualitative goal.

Although some economic and social goals can be quantified, we must pay attention to guard against two tendencies: first, simple treatment of quantitative goals leads to lower standards and even deviations. For example, to achieve the goal of doubling the per capita income of urban and rural residents by 2020 compared with 2010, we should not just focus on the figures. Because even if the per capita income doubles, if the income gap is too large, there may be the problem of doubling per capita income but a large number of poor people. This cannot be said to have achieved the goal of "a higher level of well-off society benefiting more than a billion people". Second, only paying attention to limited goals leads to partial generalization. To quantify the goal of a well-off society in an all-round way is to make the analysis simple and intuitive, and we can only choose the more important and quantifiable parts. It is impossible to comprehensively and accurately reflect and evaluate the actual progress of building a well-off society in an all-round way by making a trade-off and translating the quantitative objectives into certain indicators.

Some goals themselves are difficult to quantify, and if they are forced to quantify, the effect will not be good. For example, many researchers do not include political construction and cultural construction into the quantitative indicators, even if some researchers try to quantify, but the selected indicators also have great limitations. For example, some quantitative indicators lack the content of ecological civilization construction, if the construction is carried out according to such indicators, it will lead to attaching importance to economic development and neglecting the protection of ecological environment. It must be recognized that just because some goals are unquantifiable and unquantified does not mean that they are not important. A well-off society in an all-round way is a "five-in-one" whole. Five aspects interact with each other and are conditions for each other. It is impossible to build a well-off society in an all-round way without any aspect.

What is more, it should be noted that the difficulty of building a well-off society in an all-round way is not to achieve the quantitative goal, but to achieve the qualitative goal.

It should be noted that at present, there is a misunderstanding in many places that "achieving the target is to achieve the goal of building a moderately prosperous society in an all-round way". According to the index system, some places think that they have achieved the goal of building a well-off society in an all-round way. in fact, they still face arduous tasks in the construction of ecological civilization, education, scientific and technological innovation, and so on. In some places, there is a lack of understanding of the complexity and arduousness of the goal and task of building a well-off society in an all-round way. Such ideas and practices must be corrected. The year 2015 marks the end of the 12th five-year Plan, and the 13th five-year Plan period is the decisive stage for building a moderately prosperous society in all respects. All localities and departments must strive to avoid fragmented and selective understanding of the erroneous tendency of the goal of building a well-off society in an all-round way, strictly in accordance with the goal and task of building a well-off society in an all-round way put forward by the 18th CPC National Congress, thoroughly study, understand and implement the relevant spirit of the Central Committee, and truly implement the requirements of building a well-off society in an all-round way.
